Qualifications

• Bachelor's degree in a related field and at least four years of experience in community development, housing, urban planning, real estate, public administration, or a related area.
• Law degree or graduate work can substitute up to two years of general experience.

Responsibilities

• Represent HPD in financial matters with city partners and ensure alignment across the city's financial ecosystem.
• Provide guidance on budget implications of policy proposals and major initiatives.
• Oversee accounts payable/receivable and fiscal procurement per city directives.
• Lead multi-year capital strategy, including the Capital Commitment Plan and housing development priorities.
• Foster innovation in financing models and funding streams to support affordable housing goals.
• Oversee development, monitoring, and modification of HPD's expense budget.
• Oversee grants, revenue, and funding sources and ensure integration with financial strategy.
• Strengthen financial reporting for timeliness, accuracy, and transparency.
