Job summary

West River Health Services, a Critical Access Hospital and Rural Health Clinic serving southwestern North Dakota, seeks a CFO to lead financial administration, reporting and compliance. You will direct cash flow, budgeting, audits, and investment management while ensuring accurate patient billing and regulatory adherence.

The role oversees grants, contracts, and 340B program oversight, partnering with the CEO to shape long-range financial strategy and risk management in a close-knit rural health

Responsibilities

• Directs and coordinates corporate activities concerned with financial administration, general accounting, patient business services, and financial reporting.
• Oversees corporate-wide financial functions and activities, including cash receipts and disbursements, general ledger maintenance, patient accounting responsibility and supervision of third party reimbursement activities.
• Prepares and distributes monthly financial statements and supporting detail reports for Boards of Directors, administration and management using various ledgers, statistical reports and information from departments.
• Completes various financial forecasts, including cost center, salary and direct expenses, month-end financial reporting, receivables levels (days in AR and aging), cost center productivity and long-range strategic plans.
• Maintains internal control safeguards over financial records and cash collection; ensures accuracy of facility patient billing.
• Oversees annual operating and capital budget process; monitors facility and department budgets throughout the year.
• Coordinates year-end audits and government reviews of financial records; manages investment portfolio for corporate activities.
• Serves as Compliance Officer, chairs Corporate Compliance Committee, and helps develop a Corporate Compliance Plan for regulatory aspects of healthcare delivery including billing and Medicaid/Medicare compliance.
• Assists with grant-related financial reporting and reviews contracts for financial impact and feasibility under CEO direction.
• Supports 340B Program compliance and related policy implementation at West River Health Services.

Oversees the annual corporate-wide operating and capital budget process; effectively monitors facility and department budgets throughout the fiscal year. Coordinates year-end corporate audits and other independent or governmental review of financial records. Manages investment portfolio for corporate-wide investment activity, including funded depreciation. Serves as Compliance Officer for the organization, chairs the Corporate Compliance Committee; is instrumental in developing a Corporate Compliance Plan which will monitor compliance with regulatory aspects of healthcare deliver, including billing practices, Medicare and Medicaid compliance. Evaluates and offers financial advice when facility grants are written, oversees billing and collection of funds due from granting agencies; is responsible for submission of interim and/or financial reporting for grant activity. As directed by CEO, reviews contracts and other agreement for financial impact and overall feasibility of participation. This position is instrumental in ensuring a compliant 340B Program at West River Health Services.
