Qualifications

• Bachelor’s degree in business administration, Finance, or Accounting.
• Valid credential as a Registered Municipal Accountant or CPA or Municipal Finance Officer as applicable.
• At least five years supervisory financial management experience.

Responsibilities

• Directs debt and capital financing activities, including bonds and infrastructure financing, coordinating with advisors and stakeholders.
• Oversees annual operating and capital budgets and long-range financial planning.
• Monitors debt and bond covenants; ensures compliance with policies and regulations.
• Oversees audits, reporting, and financial statements; presents results to Board.
• Develops financial strategy, policies, and forecasts; ensures sustainability.
• Leads treasury, investments, cash flow, and banking relationships.
• Oversees HR, risk, benefits, and safety policies; participates in collective bargaining.
