Job summary

Baltimore City Community College seeks an accomplished executive to lead Facilities & Plant Operations. The Vice President will oversee campus facilities, public safety, capital projects, environmental services, transportation, and fleet operations, ensuring safe, compliant, and efficient operations.

Qualifications

• Bachelor's degree in Facilities Management, Engineering, Public Administration, or a related field.
• Ten years of facilities management/plant operations experience with senior leadership responsibility.
• Experience supervising public safety leadership and coordinating with law enforcement.
• Experience with capital projects, maintenance programs, budgets, and contracts.
• Knowledge of building systems (HVAC, electrical, plumbing, fire/life-safety).

Responsibilities

• Strategic Facilities Planning: Develop and execute long-range facilities plans and five-year maintenance programs.
• Facilities and College Operations: Oversee maintenance, HVAC, electrical, plumbing, custodial, grounds, and related infrastructure.
• Capital Projects and Construction: Oversee major repairs, renovations, and contracts; monitor budgets and schedules.
• State and Agency Coordination: Serve as liaison with state agencies on capital projects and funding.
• Maintenance and Asset Management: Track maintenance, asset inventories, and condition assessments.
• Budget and Financial Administration: Develop and monitor operating and capital budgets; identify cost-saving opportunities.
• Procurement and Contracts: Oversee procurements and vendor performance for facilities.
• Safety and Regulatory Compliance: Ensure compliance with building, fire, environmental, and safety requirements.
• Emergency Preparedness: Coordinate response to severe weather and campus emergencies in collaboration with Public Safety.
• Energy and Sustainability: Monitor utilities and implement energy-efficiency measures.
• Space Planning: Assess space needs and recommend improvements and reallocations.
• Campus Conditions: Maintain high standards for cleanliness and campus appearance.
• Facilities Systems and Reporting: Use CMMS and reporting tools to track work orders and project status.
• Personnel Management: Supervise facilities leadership and staff; staff development and succession planning.
• Executive Coordination: Present plans and updates to President, Cabinet, and stakeholders.
• Public Safety: Oversee Public Safety Department and campus security programs, including training and compliance.
