Job summary

The City of Indianapolis is seeking an accomplished Chief Digital Officer to drive enterprise digital strategy, modernization, and secure, accessible services for residents and businesses. This executive will align digital experience with enterprise architecture and applications while guiding a cross-functional team to deliver measurable public-satisfaction improvements.

Qualifications

• Bachelor’s degree in computer science or information systems; 8+ years IT work experience with architecture design and deployment, change management, and/or lifecycle management.
• 3+ years of leadership in managing enterprise technology solutions.
• Excellent communication and interpersonal skills with ability to present complex concepts to non-technical audiences.
• Experience engaging with operations and executive management and delivering customer-focused technology outcomes.
• Demonstrated ability to grow and lead an organization toward a best-in-class digital customer experience.

Responsibilities

• Develop, refine, and execute the City-County Digital Strategy aligned to IT and Cybersecurity Strategies.
• Lead enterprise architecture governance structures and ensure compliance with privacy, security, and governance requirements.
• Oversee enterprise applications portfolio, including strategy, operations, lifecycle management, and modernization outcomes.
• Direct City-County digital experience strategy and measure service quality and customer satisfaction benchmarks.
• Provide executive direction for workforce readiness and digital training programs across agencies.
• Manage contracts, vendor relationships, and MSP performance; partner on procurement and contracts.
