Job summary

Aptask Global Workforce (AGW) seeks a Chief Digital & Technology Officer (CDTO) for a major utility in San Juan, Puerto Rico. This is a direct hire, onsite role guiding enterprise IT/OT, data, AI product development, and cybersecurity to enhance grid reliability and customer experience.

The CDTO will lead a 24/7 operations mindset, develop a multi-year modernization roadmap, and embed analytics into core workflows while collaborating with regulatory stakeholders and executive leadership.

Qualifications

• 15 years of executive leadership in technology, digital transformation, or data strategy.
• Experience deploying and scaling AI/ML in complex operational environments.
• Expertise in data governance, MDM, data architecture, and analytics platforms.
• Proven track record leading large-scale tech transformations in 24/7 environments.
• Strong cloud, cybersecurity, and OT/IT integration expertise.

Responsibilities

• Ensure 24/7 availability, resiliency, and performance of enterprise and operational IT/OT systems
• Lead IT service management (ITSM) with a focus on minimizing downtime and accelerating storm restoration support
• Oversee hybrid infrastructure, field communications networks, and end-user computing
• Define and execute a multi-year digital and grid modernization roadmap
• Lead the design and deployment of AI-powered tools integrated into the enterprise technology stack
• Own and execute the enterprise data strategy, aligning data capabilities with operational, regulatory, and business intelligence priorities
• Establish the company as a data-driven utility by embedding analytics into core operational workflows
• Deliver modern, intuitive, and reliable customer platforms (web, mobile, outage portals)
• Lead a comprehensive cybersecurity program aligned to NERC CIP, NIST, and utility critical infrastructure standards
• Establish disciplined IT and data capital planning and portfolio prioritization tied directly to business and grid outcomes

Aptask Global Workforce (AGW) is seeking a Chief Digital & Technology Officer (CDTO) for a position with a Major Utility Company located in San Juan, PR. This is a direct hire opportunity.
Location: San Juan, Puerto Rico
Work Arrangement: 100% Onsite
Relocation Required: Candidates must be willing to relocate to San Juan, Puerto Rico. This position requires working onsite in San Juan and is not eligible for remote or hybrid work.

This is a mission-critical transformation mandate at the intersection of grid operations, enterprise data, and AI-powered innovation. The CDTO will serve as a key member of the executive leadership team, owning the full technology portfolio including IT/OT infrastructure, data and analytics, AI product development, and cybersecurity. This leader will be accountable for ensuring secure, resilient technology operations while accelerating AI-driven transformation to improve grid reliability, storm restoration, and customer experience.

Requirements:

• 15 years of executive leadership in technology, digital transformation, data strategy, or related domains
• Proven experience deploying and scaling AI and machine learning solutions in complex operational environments
• Deep expertise in enterprise data management: data governance, MDM, data architecture, and analytics platform development
• Demonstrated success leading large-scale enterprise and operational technology transformation in mission-critical, 24/7 environments
• Strong expertise in cloud platforms, OT/IT integration, cybersecurity, and AI/ML
• Track record of building high-performing data, engineering, and AI product teams
• Experience navigating regulated environments and working with government or regulatory stakeholders

Desired skills:

• Experience with utility systems (OMS, ADMS, SCADA, EAM, CIS) strongly preferred
• Operator and transformer: equally strong in execution and long-term vision
• Data-first thinker who understands that great AI requires great data
• Crisis-tested leader with experience in high-stakes, real-time operational environments
