Qualifications

JOB SUMMARY:

The Chief Construction Officer (CCO) is the senior executive responsible for the organization's entire residential development and construction function, overseeing the process from land opportunity through completed home and homeowner occupancy. This position will lead a high-performing construction and development organization and establish systems, processes, technology, partnerships, and performance standards capable of supporting a growing portfolio of single-family homes, subdivisions, townhomes, multifamily projects, infill developments, rehabilitation projects, home repairs, and other affordable housing initiatives. The position serves as a key strategic partner on the senior leadership team and works closely with numerous departments, municipalities, contractors, consultants, and community partners. Excellent people skills are imperative for this position, those skills being equally important as previous construction management experience.

ESSENTIAL FUNCTIONS:
  • Develop and implement a comprehensive, multi-year construction and real estate development strategy aligned with the organization's strategic plan and annual housing production goals.
  • Build strong relationships with municipal and governmental partners.
  • Oversee the organization's land entitlement and development approval strategy.
  • Maintain a positive working relationship with subcontractors, municipalities, inspectors, suppliers, volunteers, donors, and other home builders.
  • Work with Government Relations and leadership to advocate for policies that improve affordable housing development.
  • Create and maintain budgets and calendars adhering to budget constraints and projected schedules.
  • Support the Safety Director, ensuring all construction staff members remain certified as a Competent Person on an annual basis.
  • Evaluate, maintain, and enforce job site safety procedures.
  • Provide executive oversight of all horizontal and vertical residential construction.
  • Oversee selection and management of architects, civil engineers, structural engineers, MEP consultants, landscape architects, surveyors, geotechnical consultants, environmental consultants, and other professional service providers.
  • Work closely and in full transparency with each Department within the Habitat organization.
  • Establish organization-wide construction scheduling standards.
  • Support a construction strategy that effectively integrates volunteers without compromising productivity, safety, quality, or schedule.
  • Develop dashboards and reporting tools for executive leadership and the Board.
  • Other duties may be assigned as necessary.

EDUCATION, EXPERIENCE:
  • Education Bachelor's degree in Construction Management, Civil Engineering, Architecture, Real Estate Development, Business Administration, or a related field highly preferred.
  • Experience Minimum of 10–15 years of progressive experience in construction, real estate development, affordable housing, residential development, or a closely related field.
  • Significant experience leading large-scale residential construction programs.
  • Demonstrated experience managing both horizontal development and vertical construction.
  • Experience with land acquisition, development feasibility, entitlements, permitting, and construction.
  • Experience managing multiple concurrent projects and a substantial construction pipeline.
  • Experience managing contractors, architects, engineers, consultants, and vendors.
  • Demonstrated experience managing significant construction budgets.
  • Experience leading and developing professional teams.
  • Experience working with governmental agencies and municipalities.
