Qualifications

  • University degree or equivalent with 12+ years of experience, or an advanced degree with 10+ years.
  • Experience leading production programs or complex development programs with production.
  • Active and transferable U.S. government security clearance required before start.

The Associate Director, Program Management reports directly to the Director of Program Management – Internal Capacity with full accountability for program performance, compliance, and customer satisfaction.

This role is responsible for managing all aspects of a program’s life cycle, from start-up through delivery, ensuring alignment with company objectives, contractual and financial requirements, and defense accounting standards.

The Associate Director, Program Management is a leader of critical program and business projects responsible for executing capacity expansion, investment in capital projects, and affordability activities while supporting planning activities for future capabilities/value streams to meet expanded demand.

The Associate Director, Program Management partners with the CGO and program Senior Leadership to set strategy, vision and direction for successful program execution.

This position is a full-time, on-site position based in a Raytheon hub (Tucson, AZ I Dallas, McKinney or Richardson TX I Huntsville, AL I Woburn, MA I El Segundo, CA). Relocation is available.

What You Will Do:
  • Serve as the accountable and responsible leader for program cost, schedule, and technical performance.
  • Establish and maintain financial integrity through compliance with all defense cost accounting standards (CAS), EVMS, and FAR/DFARS provisions.
  • Drive disciplined program execution through risk management, schedule analysis, and continuous improvement initiatives.
  • Ensure resource planning and internal capacity allocation align with strategic business priorities.
  • Coordinate and align interactions, dependencies, and transactions between Capacity Growth Office, Functional stakeholders and Programs.
  • Develop and implement strategies to build the capacity and capability existing production lines to support upcoming demand increases and configuration updates.
  • Establish and maintain program governance structures following CORE and RLPM, including consolidated metric dashboards, integrated master schedules, and enterprise-level progress reporting.
  • Identify and implement key program metrics and actions by working collaboratively with the program offices within the Internal Capacity portfolio.
  • Actively manage risk, opportunity, cost, quality, and schedule performance.
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Ability to travel domestically as needed.
Qualifications We Require:
  • A University Degree or equivalent experience and minimum 12 years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years’ experience Program/Project management experience.
  • Experience with leading production programs, and/or execution of complex development programs with parallel active production.
  • Prior experience with managing cost, schedule, and technical performance for large scale programs.
  • Prior experience with Earned Value Management systems (EVMS) or similar tools or programs.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
Qualifications We Prefer:
  • Program Management certification level 4 or ability to achieve within 6 months.
  • Proven success creating and maintaining strong relationships with cross-program, cross-functional, and multiple customers.
  • Experience managing complex test equipment efforts with direct application to active production lines.
  • Experience working with Navy and other customers on government programs (large/complex) with direct customer interfaces.
  • Ability to thrive in an innovative environment with an emphasis on strategic planning for future program operations.
  • Ensure customer performance feedback and actions/requests are responded to in a timely, comprehensive, and accurate manner.
  • Experience supporting RTX capital efforts.
What We Offer:
  • The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
