Responsible for the overall direction of daily operations, financial performance, strategic growth, and clinical quality. Ensures safe consumer care, strong community referral partnerships, and full compliance with state and federal regulations. Provides leadership in the planning, development, implementation, and evaluation of programs and services to support the Agency's mission and strategic objectives.

Essential Functions

The following statements are intended to describe the primary responsibilities of this position and are not intended to be an exhaustive list of all duties performed.

Operations & Quality Care
  • Manage daily facility operations and ensure the effective delivery of behavioral health services.
  • Initiate and provide direction in the development and implementation of the Agency's plan for the provision of consumer care.
  • Direct the development of short- and long-range plans, goals, and objectives to carry out the mission of the Corporation as established by the Board of Directors.
  • Ensure adequate clinical, administrative, and support staffing to provide quality mental health and substance use services.
  • Direct the evaluation of programs and services to promote quality care, effective problem-solving, and risk reduction.
  • Keep the Board of Directors informed of significant internal issues, operational developments, and matters requiring Board action.
  • Serve as liaison between the Board of Directors and Agency staff.
  • Monitor and improve consumer safety, clinical outcomes, and operational performance.
  • Support Quality Assessment and Performance Improvement (QAPI) initiatives and continuous quality improvement activities.
  • Conduct monthly unannounced, targeted, and purposeful walkthroughs of programs and facilities.
Regulatory Compliance
  • Ensure ongoing compliance with all applicable federal, state, and local regulations.
  • Maintain readiness for licensing, accreditation, and regulatory surveys.
  • Ensure compliance with standards established by CARF, CMS, and other regulatory agencies.
  • Direct proactive internal compliance reviews, risk assessments, and corrective action activities.
Financial Management
  • Oversee budgets, financial performance, revenue cycles, and resource allocation.
  • Monitor trends in funding, reimbursement, and regulatory requirements and advise the Board of Directors accordingly.
  • Recommend changes to plans, objectives, policies, and operations based on emerging trends and organizational needs.
  • Maintain the fiscal health of the Agency and support long-term strategic and business planning.
  • Advocate for funding opportunities and organizational support at the local, state, and federal levels in collaboration with the Board of Directors.
Leadership & Organizational Culture
  • Provide leadership and direction to senior management, medical staff, and clinical teams.
  • Foster a culture of accountability, collaboration, and employee engagement.
  • Promote professional development, operational excellence, and continuous improvement throughout the organization.
Community Relations & Strategic Growth
  • Develop and expand programs to meet community behavioral health needs.
  • Establish and maintain strong referral partnerships with hospitals, courts, community agencies, and other stakeholders.
  • Represent the Agency within the community and strengthen relationships with strategic partners and funding sources.
  • Identify opportunities for organizational growth, service expansion, and community impact.
Physical Requirements
  • Ability to lift up to 15 pounds.
  • Ability to sit, stand, bend, twist, and move for extended periods.
  • Ability to travel between facilities and various work locations as needed.
  • Ability to communicate effectively, both verbally and in writing.
Working Conditions

Regular exposure to consumers, crisis situations, and program-related emergencies. This position may require irregular work hours, on-call availability, evenings, weekends, and holidays as needed. Frequent travel between Agency locations and occasional out-of-town travel may be required. Must maintain a flexible schedule and be available to respond to organizational needs as necessary.

Education and Experience
Required
  • Master's degree in a behavioral health, mental health, healthcare administration, business administration, or related field.
  • Minimum of ten (10) years of progressively responsible experience in behavioral health or healthcare administration, including clinical services, program management, and staff supervision.
  • Demonstrated executive leadership experience within a healthcare or behavioral health organization.
