Job summary

Goodwill of the San Francisco Bay is seeking a Program Manager for the Centralized Job Center in San Francisco to lead a team and guide the center's strategic direction. This role focuses on job placement, training, barrier removal and retention services for clients, with strong emphasis on partnerships and program performance.

The position reports to the Director of Career Services and involves community collaboration with OEWD and philanthropy partners, driving growth and ensuring high-quality

Qualifications

• Minimum 3–5 years supervising workforce development programs.
• Bachelor’s in Social Science, Business Admin or Organizational Development preferred.
• Strong relationship builder with community partners and stakeholders.
• Ability to lead diverse teams and manage cross-functional projects.
• Knowledge of employment barriers and SF Bay Area hiring trends.
• Experience with data quality and program reporting.

Responsibilities

• Recruit, hire and supervise a diverse CJC team.
• Train staff on best practices and Goodwill processes.
• Manage caseloads and ensure enrollment, placement, and training compliance.
• Develop partnerships with community-based orgs and government agencies.
• Oversee grant contracts and program reporting and spenddown strategies.
• Set performance objectives and evaluate outcomes.
• Engage with OEWD workforce providers and represent Goodwill publicly.
• Develop outreach to promote programming and employer relationships.
• Collaborate with development to fundraise for services.
• Other duties as assigned.
