The Child Development Division (CDD) within the Department for Children and Families is seeking a Policy and Planning Administrator to lead the immediate implementation and reporting of a major federal grant, and to support project management within the division. This is a limited-service position that is funded through March 30, 2028. This term may be extended pending availability of funding.
The immediate priority for the person in this position would be managing the closeout of the 2026 Preschool Development Grant Birth to Five (PDG B-5). The 2026 PDG B-5 continues the work of Vermont's prior Preschool Development Grants. It is a comprehensive, integrative systems-building project that focuses on increasing child care capacity; modernizing early childhood data systems; and strengthening pathways that connect families to services such as developmental screening, referrals, and financial support. This grant is in the middle of its annual cycle; implementation began in January 2026 and is expected to run through December 2026, although we anticipate that we will need coordination in finalizing federal grant reporting requirements through March, 2027. An overview of the grant can be found here: https://dcf.vermont.gov/cdd/pdg .
Vermont is also in the process of applying for a 2027 PDG B-5 Grant, which this position would manage if awarded. The PDG B-5 SMART (Strategic Measurement, Analytics, and Results using Technology) grant focuses on building, improving, and implementing effective data systems in the state, and technology coordination across Vermont's early childhood partners. Its anticipated grant cycle will run from January 2027- March 2028.
This position will also manage additional early childhood projects and federal grants within CDD, as required. Responsibilities vary by initiative, but typically involve coordinating the efforts of some combination of context experts, external partners, and stakeholder groups to strengthen the state's early childhood systems.
This position will perform their duties under the general direction of CDD's Director of Policy and Planning. This is a hybrid office-based/remote position based at the Waterbury State Office Complex.
This position, CDD Process/Policy Administrator - Limited Service (Job Requisition #55909), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.
