Job summary

The City of Lakewood is seeking a skilled professional to manage the CDBG program within the Housing and Livable Communities Division. This role requires extensive HUD program knowledge and coordination of HUD, federal, state, local and private funding.

Key duties include program administration, budgeting, compliance, and reporting (CAPER/IDIS), plus policy development and stakeholder engagement. A bachelor's degree and five years in grant management or related field are preferred; a master’s

Qualifications

  • Extensive knowledge of HUD programs including CDBG, HOME and related funding.
  • Experience in grant management and community development.
  • Ability to develop and implement program policies and budgets.

Responsibilities

  • Oversee all aspects of CDBG program administration including planning, approval, implementation and reporting.
  • Coordinate goals, plans, and procedures to ensure compliance and performance outcomes.
  • Prepare reports such as the Consolidated Plan, CAPER and IDIS submissions.
  • Develop annual budgets and funding allocations aligned with the Consolidated Plan.
  • Ensure compliance with HUD/state/federal regulations and reporting requirements.
  • Represent the City to partners, residents and stakeholders; provide technical assistance and training.
  • Support the Housing and Livable Communities Manager and interact with City Council and Planning Commission.
