Job summary

STV is seeking a CBTC & NextGen Systems Engineering Manager to join our Systems Department in Pittsburgh, PA. This role provides technical leadership, project delivery oversight, and systems engineering management for CBTC, PTC, and advanced rail programs.

You will lead multidisciplinary teams through requirements, architecture, interface management, V&V, testing, and commissioning, ensuring safety, RAMS compliance, and successful revenue service.

Qualifications

• Bachelor's degree in Systems/Engineering or related field.
• 10+ years of experience in rail, transit, train control, signaling, or transportation systems engineering.
• 5+ years leading multidisciplinary technical teams.
• Demonstrated CBTC, rail systems integration, requirements management, interface management, V&V, testing experience.
• Strong leadership, communication, and client engagement skills.

Responsibilities

• Lead systems engineering efforts for CBTC, NextGen signaling, PTC, ATO, ATS, moving block systems, and rail modernization programs.
• Direct lifecycle activities: requirements development, architecture, interface management, V&V, testing, commissioning, and operational readiness.
• Establish and maintain systems engineering processes, procedures, and best practices.
• Support RAMS activities and safety assurance initiatives.
• Coordinate technical interfaces across signaling, communications, traction power, vehicles, track, facilities, cybersecurity, and operations disciplines.

Job description

STV is seeking a CBTC & NextGen Systems Engineering Manager to join our Systems Department at our Pittsburgh, PA office.

This position will provide technical leadership, project delivery oversight, and systems engineering management for Communications-Based Train Control (CBTC), Next Generation Train Control, Positive Train Control (PTC), and advanced rail systems programs. The successful candidate will lead multidisciplinary engineering teams responsible for requirements management, systems integration, interface management, verification and validation, testing, commissioning, and operational readiness activities for complex transit and rail infrastructure projects.

The CBTC & NextGen Systems Engineering Manager will work closely with clients, project managers, technical leaders, and business development teams to successfully deliver major transportation programs while supporting the growth of STV's rail systems practice. This individual will serve as a trusted technical advisor and mentor while helping advance innovative train control technologies across North America.

Key Responsibilities

Technical Leadership & Systems Engineering

• Lead systems engineering efforts for CBTC, NextGen signaling, PTC, ATO, ATS, moving block systems, digital interlockings, and rail systems modernization programs.
• Direct systems engineering lifecycle activities including:
• Requirements development and management
• Systems architecture
• Interface management
• Verification and validation (V&V)
• Integration planning
• Testing and commissioning
• Operational readiness
• Establish and maintain systems engineering processes, procedures, and best practices.
• Support RAMS (Reliability, Availability, Maintainability, and Safety) activities and safety assurance programs.
• Coordinate technical interfaces between signaling, communications, traction power, vehicles, track, facilities, cybersecurity, and operations disciplines.
• Review technical deliverables and ensure compliance with project requirements and industry standards.

Project Delivery & Program Management

• Manage technical scope, schedules, budgets, and quality for systems engineering assignments.
• Support project managers in execution of complex rail and transit programs.
• Identify project risks and lead mitigation strategies.
• Coordinate with clients, system suppliers, contractors, and multidisciplinary design teams.
• Assist with procurement support, design reviews, factory testing, site testing, and revenue service implementation.
• Lead technical issue resolution throughout project delivery.

Client & Business Development Support

• Serve as a technical point of contact for transit agencies, rail operators, and transportation authorities.
• Support proposal development, technical approaches, staffing plans, and cost estimates.
• Participate in pursuit strategies, client presentations, and technical interviews.
• Identify opportunities to expand systems engineering and rail systems services.
• Build and maintain strong client relationships across the transportation market.

Team Leadership & Talent Development

• Supervise and mentor systems engineers and technical staff.
• Support hiring, onboarding, training, and career development initiatives.
• Foster collaboration across engineering disciplines and regional offices.
• Promote a culture of technical excellence, innovation, safety, and continuous improvement.
• Support technical knowledge sharing and development of future systems engineering leaders.

Required Qualifications

• Bachelor's degree in Systems Engineering, Electrical Engineering, Transportation Engineering, Computer Engineering, or a related discipline.
• 10+ years of experience in rail, transit, train control, signaling, or transportation systems engineering.
• 5+ years of experience leading multidisciplinary technical teams.
• Demonstrated experience with:
• Communications-Based Train Control (CBTC)
• Rail systems integration
• Requirements management
• Interface management
• Verification and validation
• Testing and commissioning
• Strong understanding of systems engineering principles and lifecycle processes.
• Experience supporting major transit agencies
• Excellent leadership, communication, and client engagement skills.
• Ability to manage multiple projects and priorities in a fast-paced environment.

Preferred Qualifications

• Master's degree in Engineering, Systems Engineering, Transportation Engineering, or Business Administration.
• Professional Engineer (PE) license.
• INCOSE Systems Engineering certification (ASEP, CSEP, or ESEP).

Compensation Range

$120,314.00 - $136,720.00
