Job summary

Bowhead is seeking a Business Analyst to join a dynamic team supporting the CBP Passenger Systems Program Directorate (PSPD). The role serves as the primary communications focal point between CBP and the Contractor, with work primarily onsite in Ashburn, VA and occasional telework at the Government's discretion.

The successful candidate will bridge executive leadership, SMEs, and external stakeholders, coordinate audits, data calls, MOA/MOU/ISA actions, and deliver data-driven performance

Qualifications

  • Bachelor of Science degree in Information Systems, Engineering, Computer Science, or Business or a similar field.
  • At least 5-8 years of experience as a Business Analyst, specifically in IT operations, audit coordination, or compliance tracking.
  • Proven experience managing complex, high-visibility data calls and coordinating responses across multiple technical teams.
  • Experience tracking and facilitating formal documentation approvals (MOAs, MOUs, or SLAs) across different agencies or corporate departments.
  • Strong analytical skills with the ability to interpret system performance data and produce actionable reports.
  • Outstanding communications skills—both written and oral—with the ability to engage confidently with executive leadership and external auditors.
  • Ability to work in a collaborative environment as well as meticulously manage and track individual tasks.
  • Experience working within US Government IT environments specifically supporting

Responsibilities

  • Serve as the central point for audit coordination, receiving, tracking, and distributing data requests while ensuring auditors have access to appropriate SMEs.
  • Conduct semi-annual and project audits, document issues and corrective actions, and manage audit reports to closure.
  • Receive, track, and distribute high-visibility data calls to PSPD SMEs to support executive management with information for DHS/CBP reviews.
  • Schedule, coordinate, and participate in meetings and conference calls related to executive reviews, data calls, and process improvement boards.
  • Coordinate, track, and manage MOAs, MOUs, and Interagency Security Agreements through the DHS and OIT review panels to final approval.
  • Track requests for data approval and policies from external agencies through to full closure.
  • Provide analytical support by using in-house monitoring applications to analyze production data and produce reports identifying system performance improvements.
  • Provide data-driven recommendations to PSPD to alleviate conditions impacting application performance.
  • Other duties as assigned.

Overview

To be considered, the applicant must have demonstrated experience with the U.S. Customs and Border Protection (CBP) in their resume AND must hold a current and favorably adjudicated CBP suitability background investigation.

Bowhead seeks a Business Analyst who will be a part of a dynamic, energetic, and mission-oriented team providing Technical Integration Management Support (TIMS) to the U.S. Customs and Border Protection (CBP) Passenger Systems Program Directorate (PSPD). This role is designated as Key Personnel and serves as the primary focal point for all communications between CBP and the Contractor. This position operates during core business hours of 8:00 AM – 4:00 PM, Monday through Friday, primarily onsite in Ashburn, VA (with telework available at the discretion of the Government).

To be successful, the Business Analyst must be highly organized and capable of bridging the gap between executive leadership, technical subject matter experts, and external stakeholders. This work includes acting as the central hub for audit coordination, managing high-visibility data calls, driving interagency agreements to closure, and providing data-driven analytical support to improve system performance.
