Job description

Mb Staffing Services is seeking an experienced Category Manager / Procurement Professional to support a major public utility organization in Washington, DC. This position will support procurement portfolios involving large-scale capital construction and Architecture & Engineering (A&E) services.

Candidates must possess strong hands-on Oracle ERP experience and be prepared to contribute immediately with minimal onboarding. We are seeking a procurement professional who can hit the ground running and demonstrate substantive experience with Oracle ERP and Construction/A&E procurement. These are critical qualifications and will be heavily considered during candidate selection.

Key Responsibilities

• Manage procurement activities using Oracle ERP, including solicitations, vendor data, and contract milestones.
• Support end-to-end sourcing, evaluation, and award of capital construction and A&E contracts.
• Draft and review RFPs, IFBs, scopes of work, solicitations, and contract modifications.
• Coordinate evaluation panels and maintain comprehensive, audit-ready contract files.
• Ensure procurement actions comply with applicable procurement regulations and requirements.

Required Qualifications

• 3+ years of direct Construction and/or A&E procurement experience – REQUIRED
• Strong knowledge of qualification-based selection for A&E, competitive construction bidding, and contract administration.
• Excellent written and verbal communication skills.
• Utility or public-sector procurement experience is strongly preferred.
• Must be available to work onsite in Washington, DC Monday, Wednesday, and Thursday.

Local Washington, DC metropolitan area candidates preferred.
