Job description

Early Childhood Supports and Services (ECSS)

A coordinated state-wide program providing screening, evaluation, referral services, and treatment for children ages 0 through 5 years and their families. This is a new contract in the first year of implementation, supporting services for infants 0-5 years with a focus on mental health in Louisiana. The Care Manager will review and evaluate assessments and Plans of Care to ensure high standards of care and quality are met. Candidates should be licensed LPC or LMFT in Louisiana with prior experience in early childhood mental health or other child-serving systems.

Responsibilities
  • Under general supervision, collaborate with the clinical team to authorize and review utilization of mental health and substance abuse services in inpatient and outpatient settings.
  • Collect and analyze utilization data, assist with discharge planning, and coordinate care.
  • Provide member assistance with mental health and substance abuse issues, participate in quality improvement projects.
  • Monitor inpatient/outpatient services for medical necessity and effectiveness.
  • Provide telephone triage, crisis intervention, and emergency authorizations as needed.
  • Perform concurrent reviews and develop discharge plans with providers and facilities.
  • Conduct quality clinical reviews, educate, and intervene to improve member care.
  • Inform members and providers about benefits, resources, and policies.
  • Discuss clinical and authorization questions with Physician Advisors.
  • Participate in data collection, tracking, analysis, and network development.
  • Advocate for patients to meet treatment needs, interacting professionally with providers.
Other Job Requirements

Licensure is required, such as CEAP, LMSW, LCSW, LSW, LPC, or RN, with necessary degrees. Minimum of 2 years post-degree experience in healthcare, behavioral health, psychiatric, or substance abuse settings. Strong organizational, time management, and communication skills are essential. Knowledge of utilization management, community resources, DSM V, and the ability to analyze utilization problems are required.
