Job description

Early Childhood Supports and Services (ECSS)

A coordinated state-wide program providing screening, evaluation, referral services, and treatment for children aged 0-5 years and their families. This is a new contract in its first year, supporting infant mental health services in Louisiana. The Care Manager will review assessments and Plans of Care to ensure high standards of care and quality. Candidates should be licensed LPC or LMFT in Louisiana, with experience in early childhood mental health or child-serving systems.

Under supervision and collaborating with the clinical team, the Care Manager will authorize and review mental health and substance abuse services in inpatient and outpatient settings, analyze utilization data, assist with discharge planning, and provide member support. Responsibilities include:

  1. Monitoring inpatient/outpatient care for medical necessity and effectiveness.
  2. Providing telephone triage, crisis intervention, and emergency authorizations.
  3. Performing concurrent reviews within scope of practice.
  4. Developing and overseeing discharge plans.
  5. Conducting clinical reviews and providing education and interventions.
  6. Informing members and providers about benefits, resources, and policies.
  7. Collaborating with Physician Advisors on clinical and authorization issues.
  8. Participating in quality improvement activities.
  9. Managing workload per performance standards.
  10. Working with community agencies and proposing treatment plans.
  11. Participating in network development and provider recruitment.
  12. Advocating for patient needs and maintaining professional interactions with providers.

Other Job Requirements

Licensure as per state requirements is mandatory, including CEAP, LMSW, LCSW, LSW, LPC, RN, or equivalent. Minimum two years of experience in healthcare, behavioral health, psychiatric, or substance abuse settings. Strong organizational, communication, and time management skills, with knowledge of utilization management, community resources, and DSM V or current diagnostic standards. Ability to analyze utilization issues and implement solutions.
