Job description

Early Childhood Supports and Services (ECSS)

A coordinated state-wide program providing screening, evaluation, referral services, and treatment for children ages 0 through 5 years and their families. This is a new contract in its first year, supporting mental health services for infants 0-5 years in Louisiana. The Care Manager will review and evaluate assessments and Plans of Care to ensure high standards of care and quality. Candidates should be licensed LPC, LMFT in Louisiana with experience in early childhood mental health or other child-serving systems.

Responsibilities
  • Authorize and review utilization of mental health and substance abuse services in inpatient and outpatient settings.
  • Collect and analyze utilization data.
  • Assist with discharge planning and care coordination.
  • Provide member assistance with mental health and substance abuse issues.
  • Participate in quality improvement projects.
  • Monitor inpatient/outpatient care for medical necessity and effectiveness.
  • Provide telephone triage, crisis intervention, and emergency authorizations.
  • Perform concurrent reviews as appropriate.
  • Develop and oversee discharge plans.
  • Conduct clinical reviews and educate providers and members.
  • Provide information on benefits, resources, and policies.
  • Collaborate with Physician Advisors on clinical and authorization issues.
  • Participate in quality activities, data collection, and analysis.
  • Maintain workload standards.
  • Work with community agencies and propose treatment plans.
  • Participate in network development and provider recruitment.
  • Advocate for patient treatment needs and interact professionally with providers.
Other Job Requirements

Licensure is required, including CEAP, LMSW, LCSW, LSW, LPC, or RN, with necessary degrees. Minimum 2 years of experience in healthcare, behavioral health, psychiatric, or substance abuse settings. Strong organizational, communication, and time management skills. Knowledge of utilization management, community resources, DSM V, and ability to analyze and implement solutions.
