About CAPSAW

The Community Action Partnership of Staunton, Augusta, and Waynesboro (CAPSAW) strengthens the region by investing federal, state, and local resources into programs that reduce the causes and conditions of poverty. Through competitive grants, strategic partnerships, and data-driven community planning, CAPSAW supports a network of nonprofits that deliver effective, measurable services to low-income families.

We are seeking a mission-focused, collaborative, and highly organized Executive Director to lead CAPSAW into its next chapter.

Position Overview

The Executive Director is the chief administrative officer of CAPSAW and is responsible for overall leadership, strategic direction, and operational management. This includes oversight of all planning, grantmaking, compliance, fiscal administration, and community partnerships.

The ideal candidate will demonstrate strong communication skills, the ability to work effectively with local governments, nonprofit partners, state agencies, and the CAPSAW Board of Directors, and a commitment to community-centered approaches.

Hours: Full-time

Compensation: Employee position ($72,000-78,000 annual range)

Location: Hybrid — remote work with in-person presence across Staunton, Augusta County, and Waynesboro

Reports to: CAPSAW Board of Directors

Essential Duties & Responsibilities
Program & Grant Management
  • Oversee competitive grant process, contracts, and compliance for all CAPSAW-funded programs.
  • Provide technical assistance and monitoring for nonprofit subgrantees.
  • Ensure timely and accurate collection of reporting and outcomes.
Planning & Administration
  • Lead development of CAPSAW’s annual Community Services Block Grant (CSBG) application, strategic plans, needs assessments, and federal/state reporting.
  • Manage local funding from Staunton, Augusta County, and Waynesboro, including budget preparation and communication with locality partners.
  • Maintain organizational policies, documentation, and audit readiness.
Fiscal Oversight
  • Work with fiscal agents to ensure accurate budget management, drawdowns, and adherence to federal/state guidelines.
  • Prepare financial reports, support annual audits and monitoring visits.
Community & Stakeholder Engagement
  • Represent CAPSAW in local and regional coalitions, statewide Community Action network activities, and collaborative initiatives.
  • Foster strong relationships with community partners, funders, and government officials.
  • Communicate CAPSAW priorities, outcomes, and impact to stakeholders.
Board Relations
  • Provide regular updates, analysis, and recommendations to the CAPSAW Board.
  • Support board committees and ensure compliance with bylaws and governance requirements.
Minimum Qualifications
  • Experience in nonprofit management, public administration, social services, or a related field.
  • Strong project management skills and attention to detail.
  • Ability to interpret and apply federal, state, and local regulations.
  • Excellent written and verbal communication abilities.
  • Demonstrated commitment to equity and community engagement.
Preferred Qualifications
  • Background in fund development, strategic planning, or community assessments.
  • Supervisory or organizational leadership experience.
  • Proficiency using spreadsheets and data dashboards.
  • Experience with Community Action Agencies, CSBG, or federal grant administration.
