Job summary

City of Shoreline is seeking an experienced Engineer II to manage capital projects from planning through construction close-out, with emphasis on surface water and wastewater programs. The role requires coordinating with consultants, managing budgets, schedules, and community engagement, and guiding projects to successful completion.

Qualifications

  • Five years managing and/or designing capital projects, with at least three years at a project management level.
  • Bachelor's degree in engineering, planning, architecture, construction management or related field.
  • WA Professional Engineer license; PMP certification desired.

Responsibilities

  • Manage and oversee the development of capital projects including streets, facilities, parks, surface water, and wastewater.
  • Administer contracts with outside consulting services; advertise, interview and select consultants; negotiate work programs for subsequent contracts.
  • Oversee consultants, monitor budget, contract expenses, schedules, and consultant performance.
  • Provide cost estimates and forecasts for capital improvement projects; assist in developing long-range plans for City infrastructure.
  • Prepare engineering designs for capital projects including engineering calculations, plans and specifications.
  • Manage construction including schedules, bid openings, contract awards, construction progress, inspections, change management, and project close-out.
  • Coordinate and define community engagement strategies and plans with the Community Engagement Coordinator.
  • Work directly with department directors and the public to implement complex and controversial projects.
  • Manage public outreach and attend community meetings; respond to questions and resolve complaints.
  • Participate in development and administration of the capital projects budget; pursue grants and other funds.
  • Manage State and Federally sourced grant funding and maintain auditable records.
  • Provide support to upper management and attend professional group meetings.
  • Stay abreast of trends in project management and engineering.
