The Capital Outlay Program Manager provides project management and administration services for capital outlay, maintenance reserve, and non‑capital construction projects at assigned community colleges. This position shall help create and maintain highly functional, healthy, safe, secure, and aesthetically pleasing community college facilities in support of the Virginia Community College System mission to provide comprehensive higher‑education and workforce‑training programs and services of superior quality.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
Substantial knowledge, skill and ability in all aspects of capital outlay and construction project management. Extensive knowledge regarding the development and administration of contracts for architectural and engineering design, construction management, project administration, cost accounting building codes, environmental and regulatory requirements. Significant computer expertise with knowledge of Microsoft Office applications and electronic procurement systems, computer-aided technologies and various applications for facilities project management. Excellent organizational, communication, and customer service skills with the ability to meet deadlines and manage multiple tasks simultaneously.
