The Seattle Public Library is seeking a Capital Improvement Project Manager to independently deliver CIP projects from start to finish, coordinating design, construction and vendor contracts. Salary range: $115,633.44 - $140,480.64 annually
The hours for this appointment may include weekdays, weekends and evenings and is subject to change based on the Library’s current, operational need. A pay period is two weeks in length that starts on Wednesday and ends on Tuesday.

The facilities of The Seattle Public Library include the 363,000 square foot Central Library, 26 branch libraries, and an 18,000 square foot storage facility totaling approximately 613,000 square feet. While the Library’s Facilities Maintenance Services department handles day-to-day building maintenance, the Capital Improvement Program (CIP) plans and manages the more complex, time-intensive major asset maintenance and facility projects, often requiring the use of specialized contract services such as architecture, engineering, construction (AEC) and specialty trades, including the City of Seattle’s job order contractor.
This position will work independently to complete assigned CIP projects on time and budget from start to finish by working with project stakeholders to define programming needs and manage design, construction, and vendor contracts. This position will prepare cost estimates, budgets and schedules for potential projects as well as approved ones. The position will maintain and ensure effective project communications among all team members and stakeholders, represent The Seattle Public Library and CIP at project meetings, and will work with CIP administrative staff to close out projects, complete final punch lists, confirm warranties, and receive final documentation.
General work is performed in a normal City work/office environment, but includes field visits to construction sites, climbing ladders, walking attic spaces and rooftops. Work will occasionally be performed in inclement weather, and may require protective gear (safety helmet, safety glasses, appropriate clothing and hard-soled shoes) based on environment. This position may require use of a City Motor Pool Vehicle and/or personal vehicle (with mileage reimbursement) when frequent travel to project locations is required.
Project Development: Develop comprehensive project work plans and schedules; meet with project stakeholders to confirm work scope and expectations; seek project approvals from management; incorporate value engineering concepts in developing project scenarios and cost estimates. Coordinate consultant selection process. Work with architectural and engineering consultants to prepare pricing/bid documents and project manuals including Division 00/01 as necessary for each project. Develop and negotiate contracts for design and construction. Ensure that project stakeholders are advised and updated on scope changes; communicate expectations to project team members; make timely updates to budgets and schedules and advise/alert management of decisions or issues.
Construction Administration: Observe construction phase activities to ensure compliance to contractual documents and specifications; report on activities in a timely manner and deficiencies to respective Owner/Architect/Contractor (OAC) project team members; review construction change order proposals, construction change directives, and recommend for approval/disproval. Communicate and expedite actions/directives to AEC team members for assigned projects; resolve, advise or elevate controversial issues to Capital Program Manager. Authorize payments to contractors, vendors, and consultants. Prepare and process change orders. Verify the accuracy of product and service invoices. Represent the Library at OAC and project stakeholder meetings as required.
Project Closeout: Either independently or working with AEC team members, prepare punch lists for assigned projects; differentiate between punch list and warranty items. Manage and expedite completion of Library-approved punch list items by scheduling and coordinating respective contractors and vendors and conducting timely field inspections of corrective work; resolve problems or elevate to Capital Program Manager as required. Manage project closeout process: Startup, move-in and occupancy; collecting operations and maintenance (O&M) materials, as-built drawings, warranty items, and other related issues with AEC team members. Expedite execution of agreed upon punch list and warranty work by contactors and vendors; represent the Library in resolving punch list and warranty matters.
The full salary range for this position is $115,633.44 - $140,480.64 annually.
