Job Summary

The Municipal Capital Delivery Manager leads the City’s municipal facility Capital Investment Program (CIP) delivery portfolio. The position oversees planning, budgeting, design, and construction of new facilities and major renovations of fire stations, civic buildings, and other citywide facilities.
The Manager provides leadership in portfolio management, project delivery performance, and continuous improvement of Capital Investment Program (CIP) outcomes, with an emphasis on environmentally sustainable and universally accessible public facilities.
The position ensures major capital investments move from concept through construction using a consistent, transparent process. The Manager will provide strategic direction for project delivery performance, portfolio management, and structured decision‑making across departments as well as support the implementation of the City’s long‑range planning.

Essential Duties And Responsibilities

Program & Strategic Leadership

• Establishes strategic direction, goals, and priorities for municipal capital project delivery and CIP implementation and delivery.
• Partners across departments to align capital projects with operational needs, long‑range planning, and citywide priorities.
• Develops and implements policies, procedures, and best practices to improve consistency, predictability, and efficiency in planning and project delivery.
• Supports the implementation and maintenance of the City’s structured decision‑making framework, ensuring capital initiatives advance through clear phases of analysis, documentation, prioritization, and approval.

Capital Planning & Portfolio Management

• Manages the portfolio of capital initiatives to ensure alignment with strategic goals, funding strategies, sustainability objectives, accessibility requirements, and organizational capacity.
• Monitors CIP performance, recommends adjustments, and ensures investment decisions reflect lifecycle considerations and citywide needs.
• Ensures timely and effective CIP project delivery focusing primarily on the short‑ to mid‑ range municipal facilities projects including project scoping, design, sequencing, prioritization, and resource forecasting.

Project Development & Delivery Management

• Directs end‑to‑end delivery of major municipal capital projects, including planning, design, procurement, construction, commissioning, and close‑out.
• Guides departments through alternatives analyses, feasibility assessments, risk evaluations, and initial project definition.
• Facilitates transition from planning to delivery by ensuring project scopes, schedules, costs, and resource strategies are clear and actionable.
• Leads complex decision‑making related to scope, schedule, budget, risks, and trade‑offs across multiple concurrent projects.
• Manages delivery of projects using alternative public works contracting methods (e.g., GC/CM, Design‑Build), ensuring compliance with public procurement requirements and alignment with City policies and CIP delivery performance goals.

Financial & Contract Management

• Oversees capital budgeting, cost estimating, financial analyses, and evaluation of lifecycle costs across planning and project delivery.
• Manages contract development, negotiation, and administration for consultants, contractors, and vendors, including alternative contracting approaches such as GC/CM and Design‑Build.
• Supports complex project delivery when grant funding exists, particularly those supporting sustainability, energy efficiency, or accessibility improvements.

Stakeholder & Community Engagement

• Coordinates with internal departments, external partners, and regulatory agencies to ensure alignment throughout the project lifecycle.
• Supports inclusive community outreach and engagement related to capital projects.
• Prepares and delivers reports, presentations, and recommendations to leadership, City Council, and advisory bodies.

Team Leadership & Staff Development

• Plans, organizes, and supervises the work of professional and technical staff involved in capital planning and project delivery.
• Builds staff capacity in strategic analysis, facilitation, sustainability, accessibility, risk evaluation, and decision documentation.
• Promotes a collaborative, accountable, and high‑performing work environment aligned with City values.

Qualifications

Education & Experience

• Bachelor’s degree in architecture, engineering, construction management, public administration, urban planning, or a related field.
• Five years of progressively responsible experience in capital project management, capital planning, or complex program leadership, preferably in the public sector.
• Experience with sustainable design, accessibility integration, and alternative public works contracting methods preferred.
• Experience guiding projects through structured analysis, feasibility development, and alternatives evaluation is highly desirable.
• Experience supervising professional or technical staff and facilitating cross‑department decision‑making.
• Equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.

Certifications

• Project Management Professional (PMP), Certified Construction Manager (CCM), or similar certification desirable.
• LEED Certification or other sustainability or accessibility credential desirable.

Supplemental Information

Flexible/Hybrid Working

A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department’s operational needs and will be discussed with candidates during the selection process. Full‑time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

Limited Term Employee (LTE)

A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).

CONDITIONS OF EMPLOYMENT
