Interwest Consulting Group is recruiting an experienced project manager to lead public works CIP projects in California. You will oversee budgets, schedules, contracts, and coordination with utilities, inspectors, and consultants to deliver projects on time and within regulatory standards.

The role requires a strong background in civil engineering/public works, with CIP experience and familiarity with Greenbook/Caltrans specifications. A PE license is desirable and PMP certification is valued.

Responsibilities

• Manage public works construction and Capital Improvement Program (CIP) projects from pre-construction through closeout.
• Maintain project budget and schedule controls.
• Manage contractors, inspectors, employees, and third-party consultants.
• Serve as the municipality’s representative throughout the construction process.
• Ensure projects are constructed in accordance with approved plans, specifications, contracts, and applicable federal, state, county, and city requirements.
• Apply knowledge of the Standard Plans and Specifications for Public Works Construction (“Greenbook”), Caltrans Standard Plans and Specifications, and applicable county and city standards.
• Coordinate with utility companies and understand applicable utility standards and requirements.
• Support projects utilizing public funding, including public grants.
• Assist with RFPs and proposals for new and existing clients.
• Communicate effectively with contractors, developers, municipal staff, consultants, and other project stakeholders.
• Review project documents for completeness and accuracy.
• Administer project documentation, including daily reports, meeting minutes, pay applications, force account work, and project record documentation.
• Review and recommend progress payments and project closeout documentation.
• Oversee project construction and prepare detailed project reports.
• Attend project status meetings with municipal clients.
• Interpret contracts and administer contractual requirements with contractors, owners, and third parties.
• Develop and maintain comprehensive project schedules using project management tracking software.
• Review and manage RFIs, shop drawings/submittals, contract change orders, and claims.
• Supervise inspection services and third-party consultants through final PS&E construction documents, pre-bid and award, pre-construction, construction, and post-construction phases.
• Identify and resolve project conflicts, issues, and claims efficiently and effectively.
• Coordinate project acceptance, punch lists, warranties, and final completion activities.

Qualifications

• Minimum of 10 years of experience in construction and project management, preferably involving public works and municipal projects.
• Strong knowledge of public works construction practices and various types of public works projects.
• Strong working knowledge of Greenbook, Caltrans, and applicable county/city standards.
• Experience with Capital Improvement Program (CIP) project delivery.
• Knowledge of public works funding, including public grants.
• Ability to manage contractors, inspection staff, consultants, budgets, and project schedules.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Word, Excel, and Project.
• Familiarity with project management software, document management platforms, and construction management systems.
• Ability to interpret construction plans, specifications, contracts, and other technical documents.
• Bachelor’s degree in Civil Engineering, Construction Management, or a related field preferred.
• California Professional Engineer (PE) license desirable.
• PMP certification or ability to obtain certification within one year of hire desirable.

Salary Range: $150,000 - $170,000
