Job summary

Dakota County is seeking a Capital Finance Manager to lead the capital finance function, oversee a team of financial analysts, and own revenue forecasting for capital funding sources within the CIP. You will collaborate with the Physical Development Division to translate project scopes into multi-year expenditure and cash-flow forecasts.

This high-impact role requires advanced financial modeling, experience with debt capacity, grants, and post-award compliance.

Qualifications

Bachelor’s degree in finance, accounting, public administration, business administration, economics, or related field, and 3 years of public finance, budgeting, or financial analysis.
Three (3) or more years developing or managing capital budgets, capital improvement programs, or multi-year financial forecasts.
Two (2) or more years supervising professional staff.
An equivalent combination of education and experience to total 7 years, 2 years' experience must have been supervising professional staff

Responsibilities

Partner with Physical Development Division staff on CIP/CEP forecasting; lead revenue forecasting and manage capital budgets and encumbrances.
Perform multi-year revenue forecasts for all capital funding sources and maintain forecast documentation.
Assist in development of long-range capital financial management plan; model scenarios and provide fiscal analysis for leadership.
Evaluate and recommend financing strategies for capital projects; support bond sales and post-issuance compliance.
Lead, coach, and develop a team of financial analysts; set priorities and evaluate performance.
