Harris County Universal Services (HCUS) seeks a Financial Manager to coordinate CIP submissions, forecast funds, and provide senior‑level financial analysis. You will develop dashboards using Power BI, QuickBase, and advanced Excel; deliver department‑wide training; and supervise the Financial Analyst to ensure accurate reporting and robust financial support for HCUS.

You will prepare monthly and ad hoc reports, monitor funds, and collaborate across departments to strengthen financial literacy

Qualifications

• Bachelor's degree in Finance, Accounting, Economics, or related field.
• Minimum 5 years of progressively responsible financial analysis experience.
• Minimum 2 years of supervisory or team lead experience.
• Demonstrated experience with Power BI, QuickBase, advanced Excel (pivot tables, modeling), data manipulation, and report writing.

Responsabilités

• Lead end-to-end CIP submission process, including annual planning, forecasting, documentation review, and coordination with Directors and Project Managers.
• Develop advanced reporting tools, dashboards, and financial models; prepare monthly and ad hoc financial reports; and deliver department wide budget training.
• Supervise and develop the Financial Analyst, ensuring consistent, high quality financial analysis and support across HCUS.
• Design and maintain financial tools, dashboards, and automated reporting solutions using Power BI, QuickBase, and advanced Excel functionality.
• Prepare monthly financial reports for Directors, including key metrics, CIP progress, financial outcomes, and variance analysis.
• Oversee budgetary review and approval of requests submitted through the PPA system.
• Provide mentorship in forecasting, modeling, CIP preparation, and financial systems.
