The State of Utah’s Division of Facilities Construction and Management is hiring a Capital Development Project Manager to lead major building initiatives from concept to closeout. You will navigate state procurement laws, manage complex stakeholder relationships, and deliver capital projects on time and within budget.

Responsibilities include developing budgets and schedules, procuring design services, coordinating with agencies and contractors, and ensuring closeout documentation and warranty

Qualifications

• At least 5-7 years experience in commercial construction project management.
• Valid Utah Driver's License
• Ability to travel State wide with possible overnight stays

Responsibilities

• Typically manage Capital Development projects that are $3.5 million dollars or greater and generally involve the creation of building square footage.
• Develop relationships and work with State agencies (end users) to identify & define project scopes and potential scope gaps.
• Develop accurate project budgets based on project scope.
• Forecast project schedules including project milestones with the end users.
• Manage & assist end user's expectations for the project & process.
• Judiciously manage project funds in the State's best interest.
• Follow State procurement requirements.
• Procure design services & work with the design professionals and end users.
• Manage the project scope & associated budgets.
• Effectively communicate throughout the project with various stake holders.
• Evaluate systems life-cycle costs & identify efficiencies.
• Coordinate schedules and tasks with designers, contractors, facility managers, end users,and other professional service companies.
• Participate in the procurement and bidding of contractors and supplies.
• Chair pre-construction meetings on new construction projects.
• Manage capital improvement construction projects, budgets & costs.
• Review construction guidelines and best practices.
• Negotiate (when needed) and approve vendor contracts, modifications, and pay applications.
• Follow the project through closeout in acquiring closeout documents, issuing final payments, and holding one year warranty walks.
• Manage and facilitate capital development projects, and/or projects related to capital development, such as programs, feasibility studies, master planning, etc.
• Develop construction budget estimates that includes the following costs: site, building, design, commissioning, IT, inspections, FF&E, and other miscellaneous costs that meets the needs of the agency.
• Assist agencies in their requests to the Governor's Office of Planning and Budget, USHE Board, and Legislature for funding appropriations for their capital development request.
• Work with the agency representatives and DFCM Real Estate Group to identify & purchase potential sites for future projects.
• Identify and communicate with multiple project stakeholder groups, utilities and municipalities.
• Manage complex project schedules, scopes, and expectations.
• Participate in conflict resolution.
• Thoroughly review & approve complex pay applications
• Understand and effectively utilize the varying delivery methods in conjunction with State procurement laws for the benefit of the project.

Physical Requirements And Working Conditions

• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc.
• Employee will visit construction sites requiring a hard hat and work boots. Occasionally, physical exertion such as climbing ladders, reaching, crouching, and the risks associated with walking around operating equipment, and over rough terrain and/or rocky surfaces may be required.
• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g. safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
