Description:
Under the general direction of the Director of Internal Services, the Capital Improvement Project Manager serves as the lead professional responsible for planning, developing, and managing capital projects for all City buildings and facilities. This position oversees projects from initial concept through final completion.
Duties:
- Manage end-to-end project delivery for capital improvement projects, including scoping, budgeting, scheduling, procurement, and construction administration.
- Coordinate major building renovations and facility modernization efforts.
- Prepare and monitor project budgets, cost estimates, bid documents, and RFPs; ensure compliance with procurement policies and contract requirements.
- Serve as the primary liaison between contractors, consultants, regulatory agencies, and internal staff to maintain project quality, timelines, and safety standards.
- Conduct site inspections, track milestones, and maintain accurate project documentation and reporting.
- Ensure all projects meet applicable codes, safety standards, and municipal/state regulations.
- Work closely with the Facilities Superintendent and other division leaders to identify facility needs, evaluate asset conditions, and establish project priority and justification for annual and long-term capital planning.
- Develop and maintain the Facilities Capital Improvement Plan (CIP), ensuring accurate long-range planning for all building assets, including expected replacement timelines and cost projections.
- Provide clear, timely, and professional communication with City leadership, Facilities staff, and other departments regarding project status and issues.
- Support other City departments in planning and managing capital projects for public safety, power, parks and recreation, and other City-owned assets.

Qualifications:
- Bachelor's degree in construction management, project management, facilities management, engineering, architecture, public administration, or a closely related field is preferred.
- Five (5) years of progressively responsible experience in capital project management, contract administration, facilities management, construction management, or closely related work is required.
- An equivalent combination of education and experience (equal to 9 years) that demonstrates substantial knowledge and skill in capital project management, facilities operations, or building systems may be considered.
- Must possess a valid Utah Driver's License with no significant violations or restrictions.
- Experience with public-sector project management, procurement, asset management systems, or CIP development is highly desirable.
- Professional certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), Facility Management Professional (FMP), or Certified Facility Manager (CFM) are desirable but not required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Strong project management skills with ability to lead complex facility-related capital projects.
- Ability to develop accurate scopes, estimates, budgets, and schedules.
- Familiarity with facility systems including HVAC, electrical, plumbing, structural, roofing, finishes, and related components.
- Ability to interpret construction documents, proposals, and specifications.
- Working knowledge of public-sector procurement processes and contracting requirements.
- Skill in using asset management systems such as OpenGov EAM.
- Excellent communication skills, both oral and written.
- Strong documentation and recordkeeping skills.
- Ability to manage multiple projects simultaneously.
- Ability to work effectively with contractors, consultants, City staff, and external agencies.
- Strong problem-solving skills.
- Ability to work independently with minimal oversight while collaborating effectively.
Physical Demands:
Work is performed in indoor and outdoor environments; travel from site to site; work in mechanical rooms, rooftops, facility interiors, construction sites, and outdoor areas in various weather conditions; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions. Physical: Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 100 pounds; to operate assigned equipment and vehicles; and to verbally communicate. Position may experience stress related to deadlines, project complexities, contractor coordination, and facility emergencies. Periodic travel may be required. Must safely operate a City issued vehicle.
