Job summary

State of Utah's Department of Transportation seeks a Consultant Services Transportation Project Manager to lead the development and refinement of programs and processes for qualifications-based selections and contracts. Job description

Consultant Services is looking for a motivated professional to lead the development and refinement of programs and processes for qualifications-based selections and contracts. In this role, you will manage the procurement of complex engineering and engineering-related services in compliance with state and federal requirements.

You will adhere to established processes and procedures for the preparation of RFQ, RFP, and Pool procurements to assure the flow of the consultant selection process, frequently acting as the lead facilitator for selection teams. You will exercise independent judgement to make procurement decisions that critically impact the financial viability of the Department.

Additionally, you will be independently responsible for the preparation of new contracts and modifications to existing contracts to assure the success of Department projects. You will perform moderate to complex functions, such as reviewing consultant documents for quality, accuracy, and completeness.

Serving in a senior, lead, or potential supervisory capacity, you will provide guidance to technical and professional staff. You will offer direction and training to Consultant Services staff, Project Managers, Consultants, and Local Governments on relevant policies, regulations, and procedures. Your role may also involve facilitating work groups, participating in cross-functional teams, and delivering professional presentations.

Principal Duties

As a Consultant Services Transportation Project Manager, You Will

• Lead, coordinate, or assist in the development, direction, and/or evaluation of the engineering and engineering-related consultant selection and contracting programs.
• Assist in developing and maintaining the Consultant Services Administrative Rule, Policy, Consultant Services Manual, contract terms and conditions, and training materials.
• May manage and oversee the development, administration, and implementation of prequalified consultant pools.
• Act as a primary liaison and coordinator between Consultant Services and federal and local government agencies, consultants, project managers, and divisions of UDOT.
• Set goals, establish priorities, manage resources, develop concepts and approaches, review consultant selections and contract development progress and results, and make independent management decisions.
• Develop and maintain advertising solicitations / Requests for Qualification, criteria options, and Adobe Sign workflow templates for engineering and engineering-related consultant selections and contracts.
• Administer the development and approval of selection committees and subsequent meetings, including coordination of locations, schedules, and conducting meetings.
• Advertise and post solicitations and applicable addenda on the electronic e-procurement platform.
• Coordinate and attend one-on-one meetings with consultants and document notes for selection committees.
• Notify consultants of selection committees' determinations and coordinate debriefs on the results of the selection process.
• Plan and manage critical programs. Write (or discuss) program plans, recommendations, and/or findings.
• Supervise or lead personnel by assigning/directing work, conducting performance evaluations, providing training and development, taking appropriate disciplinary/corrective actions, and making hiring/termination recommendations.

Ideal Candidate

The best person for this position will have at least one of the following:

• Eight (8) or more years of experience, or a Bachelor's degree, or higher, in Business, Public Administration, Accounting, Finance, or a related field + four (4) years of relevant experience. Or, an equivalent combination of education and experience.

• Qualifications-based selection of engineering and engineering-related consultants; (Brooks Act)
• Complex Contract administration and oversight
• Advanced Business communication skills with stakeholders
• Leadership, mentoring, and/or direct supervision of staff; and/or,
• Federal and Utah transportation laws and regulations.
