Job summary

RTX, Collins Aerospace division, is seeking a CapEx Program Manager to lead the site CapEx program from concept to startup. You will drive capital planning, budgeting, and governance while coordinating with Finance, Operations, and Engineering to deliver on multi-year investment plans.

The role requires strong project management, vendor evaluation, and cross-functional collaboration to ensure compliance with safety, quality, and procurement standards.

Qualifications

• Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience.
• Experience managing capital projects or supporting CapEx processes in manufacturing/operations.
• Strong project management skills including scheduling, budgeting, risk management, and cross-functional coordination.
• Ability to interpret technical requirements, evaluate vendor proposals, and analyze cost/benefit tradeoffs.
• Solid understanding of financial controls, procurement processes, and safety/quality/compliance expectations.
• Proven ability to communicate clearly, drive alignment, and manage stakeholders across multiple functions.

Responsibilities

• Responsible for CapEx Program management.
• Responsible for NPI operations execution.
• Develop, manage, and improve the site CapEx program framework, processes, and reporting tools.
• Partner with Finance, Operations, Manufacturing Engineering, Facilities, Engineering, and other functions to build capital plans.
• Maintain CapEx portfolio oversight, including prioritization, risk management, and schedule alignment.
• Track, analyze, and report program status, spending, forecast accuracy, and ROI to senior leadership.
• Ensure compliance with corporate policies, procurement standards, safety and environmental requirements, quality standards, and regulatory expectations.
• Manage capital projects from concept through start-up, including scoping, vendor selection, procurement, installation, commissioning, and handover.
• Develop and maintain project charters, budgets, schedules, risk registers, and stakeholder updates.
• Lead cross-functional project teams including engineers, operations, maintenance, EHS, and contractors.
• Drive project execution using formal methodologies (waterfall, stage-gate, or hybrid).
• Evaluate technical proposals, conduct cost-benefit analyses, and develop eCARs.
• Support commissioning activities, FAT/SAT, and transition to sustaining ownership.
