Job summary

California Food Banks seeks a State Legislation Senior Manager to lead the association’s state legislative advocacy, working with the Director of Public Policy & Advocacy, policy team, and lobbyist to advance the annual State Legislative Agenda. This role collaborates with the statewide food bank network and partners to end hunger in California.

Based in the Sacramento area with the Oakland office visit requirement, you will build relationships with legislators and agencies, organize campaigns,

Qualifications

• Bachelor’s degree in public administration, public policy, or social services preferred, or equivalent experience.
• Minimum of 5 years of successful professional experience managing government affairs programs of a similar scope.
• Experience advocating in the State of California in legislative and administrative capacities.
• Knowledge of major hunger and anti-poverty programs, especially SNAP/CalFresh and TEFAP.
• Excellent interpersonal and communication skills and ability to collaborate with diverse groups.
• Proficiency with Microsoft Office Suite (Excel, Outlook, Word).
• Experience with trade associations is desired.

Responsibilities

• Develop annual policy agendas with membership and leadership.
• Create and implement advocacy strategies with key decision-makers in state government.
• Advocate for priorities individually and with allies and coalitions.
• Address emerging policy issues proactively.
• Lead campaigns to support the state policy agenda and food safety net.
• Maintain relationships with legislators and agency officials to communicate needs.
• Direct research to support the association’s policy agenda.
• Strengthen presence and relationships with policy leaders and external partners.
• Represent the association at committees, speak to media, and at conferences.
• Organize meetings including Legislative Lobby Day and build advocacy capacity.
• Support event content for conferences such as the Bi-annual Food ACCESS Conference.
• Stay informed on food security, poverty, safety net, and social justice conversations.
• Participate in cultural transformation meetings and events shaping staff experience.
