Qualifications

• Proven track record leading public sector modernization projects (>$10M) with measurable outcomes.
• Experience modernizing legacy applications or leading digital transformation projects.
• Strong ability to translate business needs into clear user stories and backlog items.
• Experience with Agile/Scrum and tools like Azure DevOps or Jira.
• Experience with large data conversions testing and validation.
• Excellent written and verbal communication across technical and non-technical audiences.
• Strong organizational and prioritization skills to manage competing demands.
• Experience with enterprise application modernization and migration to modern architectures.
• Familiarity with Microsoft tech stack, Azure cloud, or content management systems.
• Experience with process improvement and business process reengineering.
• Knowledge of WCAG 2.1 accessibility and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• Bachelor’s degree in Business, Information Systems, Computer Science, or related field (or equivalent experience).

Responsibilities

• Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
• Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
• Translate business needs into clear user stories, acceptance criteria, and product backlog items.
• Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches.
• Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
• Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
• Serve as the primary liaison between business stakeholders and the technical delivery team.
• Define success metrics and KPIs for the modernized CAI application and track progress against them.
• Support change management, user adoption, and training efforts related to the modernized solution.
• Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
• Identify risks, dependencies, and impediments and drive resolution.
• Provide regular status updates and recommendations to IT leadership and business sponsors.
