City of Millcreek is seeking a CAD Technician II to perform intermediate-level drafting and plan production for municipal streets, storm drains, water, and sewer projects using Autodesk Civil 3D.

Under the direction of the Public Works Director and the licensed Professional Engineer, you will prepare and maintain construction plans, exhibits, and related drawings, ensuring compliance with City standards. Attention to detail and independent work are essential in this role.

Qualifications

  • Associate degree in drafting or related field and 3 years CAD drafting experience in civil projects.
  • Utah Driver’s License required; Professional certifications preferred.
  • Proficiency with Civil 3D, standards, file management, and multi-user workflows.

Responsibilities

  • Prepare and maintain construction plans and plan-and-profile sheets using Civil 3D.
  • Create exhibits and drawings for city projects (streets, ROW, utilities).
  • Follow city CAD standards, file structures, and naming conventions.
  • Coordinate with engineers, surveyors, inspectors, and contractors to support plan production.

Under the direction of the Public Works Director and the technical supervision of a licensed Professional Engineer, the CAD Technician II performs intermediate-level technical drafting and plan production duties in support of City engineering and public works projects. This position uses Autodesk Civil 3D to prepare and maintain construction plans, profiles, details, exhibits, and related engineering drawings for municipal street, storm drain, water, sanitary sewer, and other infrastructure projects.

The CAD Technician II works within established City drafting standards, templates, file structures, and engineering workflows; maintains accurate project files and drawing records; and supports the preparation of construction documents and other engineering deliverables. This position requires proficiency in Civil 3D, attention to detail, and the ability to independently perform assigned drafting work while referring engineering design decisions and complex technical issues to appropriate professional staff.

POSITION(S) SUPERVISED

This position has no supervisory responsibilities.

SUPERVISION RECEIVED

Receives administrative direction from the Public Works Director and technical direction/daily work assignments from the licensed Professional Engineer (PE) in charge of the work. All plan sets, exhibits, and construction documents require review and release by the PE. The PE provides technical performance feedback as part of the City’s annual performance evaluation process.

ESSENTIAL JOB FUNCTIONS
  • Prepare and maintain construction plans, plan-and-profile sheets, details, exhibits, and other engineering drawings for municipal streets, storm drain, water, sanitary sewer, and other public works projects using Autodesk Civil 3D.
  • Prepare engineering and project exhibits, including City Council, right-of-way (ROW), property, utility, and other exhibits as required.
  • Work within established City CAD standards, templates, file structures, naming conventions, and data-management procedures to maintain consistent and accurate engineering documents.
  • Create, reference, and maintain Civil 3D project data, including surfaces, alignments, profiles, corridors, pipe networks, external references (XREFs), and data shortcuts in accordance with established procedures.
  • Apply established annotation, labeling, drafting, and presentation standards to engineering drawings and plan sets.
  • Incorporate survey, engineering, and design updates into applicable drawings and coordinate updates among dependent model and sheet files.
  • Prepare and maintain sheet sets, title blocks, drawing indexes, details, bid documents, addenda, and other construction document components; assemble and publish completed drawing sets in accordance with established submittal requirements.
  • Perform quantity takeoffs and prepare preliminary cost estimates using engineering plans, specifications, and established unit-cost information.
  • Review drawings and plan sets for completeness, accuracy, consistency, and compliance with City drafting and engineering standards prior to submittal; identify and report discrepancies, broken references, data-management issues, and other technical concerns to appropriate engineering staff.
  • Coordinate plan-review intake and maintain plan-review comment logs, submittal logs, and related project tracking documentation.
  • Prepare, update, and maintain record drawings based on approved project documentation, field information, and construction changes.
  • Conduct records research and maintain organized electronic project files, drawing records, engineering documents, and related technical information.
  • Coordinate with engineers, surveyors, inspectors, consultants, contractors, City staff, and other project participants as necessary to support engineering projects and plan production.
  • Assist with GIS data, mapping, field measurements, and other engineering-related technical assignments as needed.
  • Perform other duties as assigned.
MINIMUM QUALIFICATIONS
1. Education and Experience:
  • Associate's degree from an accredited college or technical institution in drafting, civil engineering technology, engineering technology, or a closely related field; and
  • Three (3) years of professional CAD drafting experience using Autodesk Civil 3D in a civil engineering, public works, land development, or closely related environment.
  • An equivalent combination of education and experience may be considered. A high school diploma or GED combined with additional qualifying CAD experience may substitute for the associate’s degree requirement.
2. Special Qualifications:
  • Valid Utah Class D Driver’s License required to perform field measurements and conduct site visits.
  • Autodesk Civil 3D certification, Engineering Technician certification, or other relevant technical certification preferred.
3. Knowledge, Skills and Abilities:
  • Considerable knowledge of computer-aided drafting principles, practices, and techniques used in civil engineering and public works plan production.
  • Working knowledge of Autodesk Civil 3D, including surfaces, alignments, profiles, corridors, pipe networks, plan production, Sheet Set Manager, annotation and label styles, external references, data shortcuts, and multi-user workflows; and proficiency with Bluebeam and Excel for quantity takeoffs and plan review.
  • Ability to read and interpret engineering drawings, construction plans, surveys, specifications, and other technical documents and accurately translate engineering information into drawings and plan sets.
  • Ability to follow and consistently apply established CAD standards, templates, file structures, naming conventions, and technical procedures.
  • Knowledge of municipal infrastructure and civil engineering projects, including roadway, storm drain, culinary water, and sanitary sewer systems; APWA Utah, MUTCD, and UDOT standards; and ADA/PROWAG requirements for accessible ramp detailing.
  • Working knowledge of GIS applications, including Esri ArcGIS, and the relationship between GIS and engineering data.
  • Ability to identify drawing discrepancies, reference and data-management issues, and other technical concerns and appropriately communicate or refer issues requiring engineering judgment.
  • Strong attention to detail and ability to perform accuracy-critical technical work in a consistent and methodical manner.
  • Ability to exercise initiative and sound judgment, manage multiple assignments and priorities, meet deadlines, and work independently within established standards and procedures.
  • Ability to communicate professionally and effectively, both verbally and in writing, and work collaboratively while maintaining positive working relationships in diverse work environments.
  • Skill in conflict resolution and the ability to address challenges and navigate difficult conversations with tact, diplomacy, professionalism, and sound judgment.
  • Ability to work effectively with engineers, consultants, contractors, employees, other agencies, and the public.
  • Proficiency with Microsoft Office and other software and technology used in engineering, drafting, mapping, and project documentation.
WORKING CONDITIONS
  • Environment: Work is performed primarily in a standard office environment with occasional travel to construction sites, project locations, City facilities, or meetings. Field assignments may involve exposure to construction activity, traffic, noise, dust, uneven terrain, and varying weather conditions. Occasional work outside normal business hours may be required.
  • Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; sit or stand for prolonged periods; occasionally stoop, bend, kneel, crouch, reach, and twist; operate computers and other office or technical equipment requiring repetitive hand movement and fine coordination; and verbally communicate to exchange information. Must be able to occasionally lift, carry, push, and/or pull light to moderate amounts of weight. Field assignments may require walking over uneven terrain and navigating active construction or project sites.
  • Vision: See in the normal visual range with or without correction, including the ability to review detailed engineering plans, drawings, maps, and computer displays.
  • Hearing: Hear in the normal audio range with or without correction.
  • Attendance: Employee is expected to be in the City offices during normal business hours, with Department Head discretion to offer flexibility with scheduling options.
