Position Summary

This position is responsible for the design, development, administration, and maintenance of telecommunications and computer networks, including cable installation and support. The role encompasses oversight of radio communications, computer network systems, and related services for agency operations.

Position Responsibilities
  • Choose and verify cable pathways, conduct site surveys for clients, assist in designing, creating and implementing standards and specifications, oversee the progress of cabling projects outsourced to third-party contractors, maintain all documents related to cabling infrastructure, carry out installation of cable supports and pulling network cable pathways, testing and troubleshooting copper installations, troubleshoot cabling issues, install IP devices, terminate phone jacks and distribution frame, establish and troubleshoot video, audio, and IP networks, and provide to the organization’s sales team material and labor estimates.
  • Plan, develop, and implement radio, telephone, computer, and other telecommunications or information technology programs and networks for the agency or multiple agencies.
  • Design and coordinate telecommunications or computer networks and operating systems to support agency operations.
  • Install, test, and modify telephone, radio microwave, cable facilities, paging, personal computers, software, operating systems, and other communication and automation devices.
  • Perform preventive maintenance; evaluate systems performance; respond to malfunctions and operating problems; identify and resolve causes.
  • Confer with agency users, representatives of other agencies, and vendors to determine requirements for telecommunications services; coordinate requirements with technical staff, contractors, and vendors.
  • Serve as liaison with contractors, telephone companies, and others providing telecommunications goods and services; monitor purchasing, leasing, and rental of equipment and services.
  • Direct the operation and maintenance of digital and information carrier systems, including high band VHF mobile networks, computer-enhanced mobile radio systems, repeater sites, and base stations.
  • Develop and direct training programs for staff and volunteer personnel; conduct periodic tests and exercises of telecommunications networks.
  • Direct procurement, storage, and inventory of replacement and spare parts, software, and equipment; establish and write equipment specifications.
  • Provide training and assistance to users in the operation and application of available systems.
  • Coordinate operation of radio communications systems and other regulated activities with federal agencies as required.
Physical Demands and Work Environment

Physical demands include the ability to bend, crouch, stoop, sit and/or lift objects weighing 50 pounds or more daily. The position uses manual equipment, including dollies and carts. They should have strong analytical and problem-solving skills and be able to work with a team or independently. They must be willing to work overtime and be ready to travel as the need arises.

Education And Experience
  • Bachelor’s degree and three years of experience in the operation or maintenance of a telecommunications network; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of required education.
  • Completion of a technical school or vendor training in Computer Operations/Networking Technology.
  • Professional certification such as A+, MCSE, CNA, CCNA, JNCIA, CompTIA Network+, or certification as a network administrator or network engineer.
  • Two years of experience in installation, operation, repair, or maintenance of a voice or data network.
  • Eighteen semester hours of college in Computer Science or Management Information Systems coursework, or completion of technical school or vendor training in telecommunications maintenance, computer operations, electronics, or a closely related field.
Knowledge / Skills / Abilities
  • Knowledge of communications networks and telecommunications theories; various telecommunications equipment including radios, telephones, microcomputers, and related devices; electronic theories; computer systems related to telecommunications networks; procurement rules and regulations; budgeting and accounting procedures.
  • Working knowledge of telecommunications, networks, computer operating systems, radio communications, and electronics systems; installation and repair techniques for data processing and telecommunications equipment; microcomputers and related equipment and software; procedures for testing telecommunications equipment; office automation systems; radio transmitting and receiving devices; rules and regulations concerning telecommunications systems; procedures for analyzing and resolving systems operating problems.
  • Ability to analyze telecommunications requirements; evaluate capabilities and performance of telecommunications systems; establish and maintain effective working relationships; communicate effectively.
  • Intermediate knowledge of networking principles, including routing, switching and networking protocols.
  • Ability to read network diagrams and blueprints.
  • Basic knowledge of networking principles, cabling, wireless principles, power and uninterruptable power supply, and connectivity troubleshooting.
  • Knowledge of national electric code (NEC), BICSI methodology of cabling installation, point-to-point wireless circuits, voiceover internet protocol, and firewall rules.
Valued Skills And Experience
  • ArcGIS experience is preferred.
  • Prior experience with Juniper switches, routing, and firewalls.
  • BICSI Installer 1 certification.
  • Registered Communications Distribution Designer (RCDD) certification.
