Job summary

Qualifications

• Six years of relevant experience with a Bachelor's; four years with a Master's; or 10 years with a HS diploma or equivalent.
• Evaluate and interpret labor, material, subcontractor, and schedule details from bid through award.
• Skilled in reviewing government drawings, LARs/RLARs and Conditions Found Reports.
• Proficient in Microsoft Excel and dashboards for data evaluation and reports.
• Experience evaluating scope changes, cost and schedule impacts, and preparing documentation for Change Order Request notifications.
• Experience with C4I defense industry contracts.
• Must be able to obtain and maintain a DoD Secret security clearance.
• Must be able to obtain and maintain base access.

Responsibilities

• Oversee evaluation of project labor, materials, subcontractor support, and schedules to ensure bids and awarded work align with program objectives.
• Interpret and validate technical documents and government drawings to support planning and execution.
• Build and maintain Excel-based trackers and dashboards to understand cost trends, schedule performance, and project status.
• Review changes to project scope and translate adjustments into cost impacts, schedule updates, and change-order documentation.
• Support contract activities by ensuring deliverables, reporting requirements, and customer expectations remain on track.
• Apply Navy POAM standards (9090-310 and 009-060) for compliance with maintenance and modernization requirements.
• Identify opportunities to improve internal processes or PMO workflows.
• Share knowledge and mentor team members to strengthen technical understanding.
