Job summary

The Kimberton Group is building a national drug and alcohol testing consortium and third-party administrator platform. The C/TPA Operations and Compliance Manager will lead regulatory compliance across the Kimberton Group's portfolio and oversee the integration of newly acquired businesses.

This hands-on leadership role requires deep DOT/FMCSA knowledge, strong people management, and the ability to operate in an acquisition-driven environment where processes are built, standardized, and scaled

Job description

The Kimberton Group is building a national drug and alcohol testing consortium and third-party administrator platform. We currently operate multi-location drug-testing businesses across the Southeast, Mid-Atlantic, and Southwest and are continuing to expand throughout these regions.

We manage drug and alcohol compliance programs for DOT-regulated industries, including motor carriers, aviation companies, marine operators, and transit agencies, as well as non-DOT employers.

We are growing by acquiring strong regional drug-testing businesses and bringing them together under a shared operating platform while preserving the customer relationships and local expertise that made them successful.

Role Description

The C/TPA Operations and Compliance Manager will lead TPA and regulatory compliance operations across the Kimberton Group's portfolio companies. This person will oversee existing programs, support local TPA teams, and serve as the senior escalation point for complex regulatory and client issues.

A major part of the role will be integrating newly acquired businesses. You will evaluate their systems and processes, establish consistent compliance standards, and consolidate workflows where doing so improves accuracy, service, or efficiency.

This is a hands‑on leadership position for someone who understands the regulations, can manage people and processes, and is comfortable working in an acquisition‑driven environment where systems and processes are still being built.

The right person will bring an entrepreneurial mindset and be comfortable operating in a startup‑like environment, handling ambiguity, solving problems, and helping leadership build the organization. Responsibilities

TPA Leadership and Account Management 50%

• Own the company's core C/TPA service offering, setting standards that deliver both exceptional customer service and consistent regulatory compliance across accounts ranging from owner-operators to multi-state enterprises.
• Lead local TPA teams and establish a consistent cadence for client onboarding, program setup, reporting, account reviews, ongoing communication, and escalation.
• Guide complex or large accounts from initial program design through implementation and long‑term relationship management.
• Take full ownership of complicated client issues and service failures, coordinating across teams to resolve the immediate problem, communicate with the client, and prevent recurrence.
• Work alongside accounting and finance to ensure testing results, program enrollment, membership records, and client billing remain accurate and aligned.

Compliance 25%

• Maintain deep working knowledge of DOT drug and alcohol testing regulations, particularly FMCSA and FAA requirements, and ensure policies and client programs remain current as regulations change.
• Oversee random-testing selection processes and pool pulls, including selection methodology, testing frequencies, notifications, completion tracking, documentation, and quality control.
• Serve as the senior escalation point for unusual test results, policy gaps, disputed interpretations, documentation issues, and other complex compliance matters.
• Lead client program reviews, regulatory audit preparation, corrective actions, and responses to audit findings.
• Establish consistent compliance procedures, documentation standards, employee training, and quality controls across the platform.

Integration and System Building 25%

• Evaluate acquired companies' personnel, systems, workflows, client programs, and compliance practices, including periodic travel to operating companies and acquisition targets.
• Identify opportunities to consolidate functions and build scalable systems for TPA operations, results reporting, customer setup, account management, and administration.
• Standardize workflows and quality controls across operating companies while preserving strong local customer relationships and service.
• Lead integration planning and execution in partnership with company leadership, including process design, staffing, system implementation, and performance measurement.

Qualifications

• Significant experience managing DOT drug and alcohol testing programs within a C/TPA, regulated employer, government agency, or related compliance organization.
• Strong knowledge of FMCSA regulations and the Drug and Alcohol Clearinghouse.
• Meaningful experience with FAA drug and alcohol testing requirements or the demonstrated ability to quickly develop deep expertise.
• Experience beyond routine administrative or Designated Employer Representative responsibilities.
• Ability to interpret regulations, research ambiguous issues, and apply sound judgment.
• Experience supporting regulatory audits, program reviews, and corrective actions.
• Demonstrated ability to manage employees and build consistent operating processes.
• Strong communication skills with clients, regulators, employees, and company leadership.
• Ability to manage multiple businesses and priorities without losing attention to detail.
• Willingness to work in person in Houston and travel periodically.

Preferred Background

• Leadership experience within a multi-location C/TPA or drug‑testing organization.
• Experience integrating acquired businesses or consolidating compliance operations.
• Knowledge of additional DOT modes, including USCG, PHMSA, FTA, or FRA.
• Experience with C/TPA software, laboratory and MRO relationships, random‑testing pools, and client billing workflows.
