Job summary

County of Riverside's University Health System - Medical Center department seeks a Buyer II to join their Purchasing team in Riverside.

Under direction, the incumbent will create purchase orders, provide order status updates, educate department staff on purchasing guidelines, assist with vendor registrations, and collaborate with Accounts Payable to mitigate vendor payment issues. This role supports purchasing for County agencies and services.

Qualifications

• Completion of 30 semester or 45 quarter units of education from an accredited college or university with major coursework in purchasing, business administration, economics, or a related field.
• One year of buying experience in a Purchasing Department or Agency with mid-value procurements ($10,000–$25,000).
• Two years of buying experience equivalent to County of Riverside Buyer I with mid-value procurements ($10,000–$25,000).
• Knowledge of governmental purchasing practices and contract development.

Responsibilities

• Confer with County officials and staff on purchasing procedures, needs, specifications, bids, complaints and special programs.
• Confer with commercial vendors; prepare and develop contracts.
• Perform market, life-cycle cost, value, price analyses; prepare RFPs and bids.
• Initiate purchasing in major functional areas and negotiate contracts.
• Issue purchase orders and provide approvals per policy.
• Investigate department complaints and resolve delivery problems; monitor product status.
• In lead capacity, supervise and guide support staff.
