Quantum Sky in Reston, VA is seeking a Buyer to handle medium-to-high complexity procurement for proposals and ongoing programs. You will develop solicitations, negotiate prices, manage purchase orders, and ensure compliance with government requirements across contracts.

The role requires strong communication, problem-solving abilities, and the capacity to collaborate with suppliers and cross-functional teams while meeting deadlines in a fast-paced environment.

Qualifications

• Bachelor’s degree plus 4–8 years of business experience, or master’s with 2–6 years, or HS diploma with 8+ years of business experience.
• Experience procuring on behalf of the government is required.
• Advanced Microsoft Outlook, Word and Excel skills.
• Good oral and written communication skills.
• Ability to complete milestones and work toward multiple deadlines simultaneously.
• Highly organized with excellent interpersonal and customer service skills.
• Attention to details and problem-solving skills.

Responsibilities

• Develop and issue solicitations for proposals and on-contract growth in accordance with policy and requirements.
• Develop and negotiate favorable prices on procurements, including terms and schedules, ensuring compliance with customer requirements.
• Perform purchase order administration/file maintenance, supplier management, and closeout for all procurement activities.
• Provide oversight on all awarded POs until delivery/completion of goods/services.
• Coordinate and prioritize activities in a fast-paced environment.
• Recruit and maintain responsive suppliers providing high quality products and services at fair prices.
• Conduct price and cost analyses.
• Review proposals and select or recommend suppliers based on information and requirements.
• Recommend improvements to procurement processes and procedures.

Quantum Sky is searching for a Buyer. This position is responsible for medium to high complexity material and software procurement actions for new business proposals and for ongoing programs. Successful candidate must be an excellent communicator to coordinate and collaborate with suppliers and company professionals from various disciplines; have a willingness to learn new skills and apply them confidently in day-to-day processes; is required to use problem-solving techniques to address unique procurement requests that impact critical support requirements; have experience supporting government procurement system compliance, prime contract flow downs, supplier quality, and supplier teaming to achieve successful results; and have experience working with price analysis methodologies.

Responsibilities

Qualifications

Required

• A minimum of a bachelor's degree coupled with 4-8 years of business experience; OR a master's degree with 2-6 years of experience; OR a HS Diploma coupled with 8+ years of business experience. Prior experience procuring on behalf of the government is required.

Location

This position is based in Reston, VA. Remote or telework may be considered for the right candidate.

Compensation

• Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $75,000-$85,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
