Job summary

Quantum Sky is seeking a Budget Analyst to manage federal budgets, contracts, and financial systems in support of the CISO. The role requires cross‑functional collaboration, precise tracking of expenditures, and timely reporting for strategic decisions.

Responsibilities include monitoring labor and non‑labor budgets, forecasting costs, and preparing reports for executive reviews. A Secret clearance is required. This hybrid Washington DC position offers a collaborative, mission‑driven environment.

Qualifications

  • Bachelor’s Degree or an equivalent combination of formal education and experience.
  • 6 years of general experience and 3 years of relevant budgeting experience.
  • Experience processing and tracking federal government commitments, obligations, and expenditures.
  • Experience with Planning, Programming, Budgeting and Execution (PPBE).
  • Expert-level knowledge of Excel for financial status and reporting; PowerBI is a plus.

  • Assist CORs with planning, forecasting, and inter-agency reimbursements.
  • Prepare documentation and process transactions to commit funds in the financial system of record.
  • Maintain workflows, templates, and inputs/outputs for proactive financial management.
  • Support long-term strategic financial planning and OMB reporting.

Description

Quantum Sky is searching for a highly motivated Budget Analyst with comprehensive knowledge in federal government budgeting, contracts, and financial systems. The selected candidate will be responsible for the planning, tracking, monitoring, and execution of the client’s operating budgets on behalf of and in conjunction with the Chief Information Security Officer (CISO). Must be a self-starter and able to independently track and manage tasks and budget-based projects to resolution. Must also have strong communication skills with proven experience working in cross-functional teams to accomplish objectives and meet critical deadlines within fast-paced, challenging, and diverse environments.

Responsibilities:

  • Review and analyze labor and non-labor budgets vs. committed, obligated, and expended (COE) funds to provide the client with a complete and accurate real-time view into the status, burn rates, and remaining balances of their appropriated and working capital funds
  • Assist service owners and contracting officer representatives (CORs) with planning, tracking, and forecasting their revenue and expenses in a managed services environment. This includes tracking and processing inter-agency reimbursement agreements.
  • Prepare forms and documentation, secure required signatures, and process transactions to commit funds in the client’s financial system of record
  • Work with key stakeholders to continually improve budgetary processes including establishing and maintaining workflows, templates, and a regular and predictable cadence for required inputs and outputs to ensure a proactive approach to financial management.
  • Assist the client with long-term strategic financial planning activities, including required reporting back to the Office of Management and Budget (OMB)
  • Prepare reporting and support clients in Executive financial meetings, as requested
  • Create, update, and maintain numerous spreadsheets to consolidate multi-dimensional financial data into a single view. Evaluate and propose new and better ways of tracking this information.
  • Improve client’s financial status by analyzing results and variances; identifying trends; recommending actions to maximize allocated funding
  • Ensure the highest quality and accuracy of documents, reports, and services to the client
  • Document key processes and activities in a Standard Operating Procedures (SOP) format for use by other team members and to enhance efficiencies
  • Maintain relationships with key customers, stakeholders, and team members
Qualifications

Required:

  • Bachelor’s Degree or an equivalent combination of formal education and experience. Bachelor’s Degree may be substituted for 8 additional years of relevant experience.
  • 6 years of general experience and 3 years of relevant experience in budgeting or a similar area
  • Experience processing and tracking an in-depth understanding of federal government commitments, obligations, and expenditures
  • Experience with Planning, Programming, Budgeting and Execution (PPBE)
  • Expert-level knowledge of and experience using Excel to compile, analyze, and provide clear and concise financial status and reporting. Experience with PowerBI and data visualizations is a plus
  • Knowledge of cybersecurity threats
  • Knowledge of information systems technologies
  • Experience with online research techniques
  • Excellent organizational skills with the ability to multi-task and meet deadlines
  • Excellent people skills and the ability to work both independently and in a team environment
  • Excellent communication skills, both written and verbal
  • The ability to maintain confidentiality and deal with sensitive financial information
  • Must be proficient in all Microsoft Office tools
  • Must be able to communicate with other employees and read and write at a level that will enable the performance of the work in an efficient and effective manner

Clearance:

  • Secret clearance is required

Location:

  • This position is hybrid in Washington DC with some expectations of being onsite based on customer requirements.

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $100,000-$120,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
