REQUIRED EDUCATION AND EXPERIENCE:
Associates degree in Business or Finance from an accredited university or in place of a degree, four (4) years of relevant experience; and a minimum of two (2) years of experience in procurement, bookkeeping, basic accounting, billing, asset accounting, travel, or related experience.
JOB DUTIES AND RESPONSIBILITIES:
Support both general campus purchasing and specialized procurement of promotional and licensed merchandise in compliance with university, state, and UA System requirements.
Process purchase orders in Workday, ensuring all required documentation, including quotes and contracts, is complete and accurate.
Review purchase requests to determine if a term contract is appropriate.
Assist in developing new contracts or preparing product history sheets and specifications.
Prepare specifications for competitive and competitive sealed bids; manage the bid process, including bid openings, evaluation criteria, and supplier communications; evaluate bids and award purchases based on cost, quality, and delivery timelines.
Identify and notify appropriate suppliers for bid opportunities; establish and maintain qualified bidder lists.
Collaborate with suppliers to source and develop products that meet departmental needs, with an emphasis on promotional and licensed items that comply with university branding standards.
Evaluate, select, and purchase goods at the most favorable pricing, ensuring compliance with quality and quantity specifications.
Coordinate order fulfillment, monitor shipments, and resolve issues related to invoicing, product returns, or delivery discrepancies.
Maintain and monitor supplier ordering accounts and catalogs for commonly purchased goods and services.
KNOWLEDGE, ABILITIES, AND SKILLS:
Knowledge of state and university purchasing laws and regulations
Ability to research and draft clear, concise, and competitive purchasing specifications and evaluate product acceptability and/or quality
Ability to perform basic mathematical computations
Ability to maintain accurate and systematic procurement records
Ability to establish and maintain effective working relationships with purchasing agents/officials, vendors, and manufacturers
Excellent written and verbal communication
Additional Information:
This position is designated as non-critical and is not required to report to campus during emergencies or inclement weather unless otherwise notified. Remote or hybrid work arrangements may be considered under the UALR Remote Work Policy and must be approved. Any remote work agreement is subject to change based on operational needs and university policy updates.
