Job summary

UP 26 Dhaba seeks a leader to develop and execute Global Supply Management (GSM) strategic sourcing strategies for complex global commodities. You will align sourcing with business, commercial, supply chain, and manufacturing goals and apply comprehensive TCO concepts throughout the lifecycle.

The role involves creating RFPs/RFQs, leading bid reviews, developing SOWs, and managing risks. A strong background in contracts, procurement, and project planning is essential for success in this 12‑month

Qualifications

• Bachelor’s degree required or 10+ years experience in related field.
• 7+ years experience in Capital Sourcing, Contract Administration, Procurement, Construction Management, or related.
• Experience with project procurement management and contract lifecycle.

Responsibilities

• Lead development and execution of GSM strategic sourcing strategies for global commodities.
• Apply TCO model to cost of acquisition, use, maintenance, processing, and disposal.
• Develop WBS for major deliverables and ensure clear Statements of Work.
• Ensure alignment with funding stage-gate processes and project objectives.
• Identify risks and develop risk management plans.
• Prepare RFPs/RFQs for capital equipment, services, and facilities.
• Lead pre-bid and post-award reviews and optimal procurement decisions.

Job description

Duration: 12 Months with possible extension

Pay Rate: $36/hr

Role Purpose

This position will lead the development and execution of Global Supply Management (GSM) Strategic Sourcing strategies, policies, tactics and objectives for assigned complex global commodities that align and are linked with the business units, commercial, supply chain and manufacturing strategies.

Key Responsibilities

• Develop and/or assist with Strategic Sourcing plans and objectives (short & long term) based on forecasts of future demand and taking into account economic and currency trends and conditions that affect GSM, the business, and the global commodity sourced.
• Apply a thorough understanding of the Total Cost of Ownership (TCO) model, including cost of acquisition, use/administration, maintenance, transaction processing, and disposal of a given item or service.
• Develop and use Work Breakdown Structures (WBS) by subdividing major project deliverables (from contract documents, scope of work, and historical contract data) into smaller, more manageable work packages.
• Ensure well-developed Statements of Work (SOW) to provide clarity and accountability.
• Understand and apply funding stage-gate processes to ensure alignment with project objectives.
• Identify risks and develop comprehensive risk management plans to mitigate them.
• Develop Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for capital equipment, services, and facilities.
• Lead pre-bid and post-award reviews and execute Decision Analysis to facilitate supplier selection and optimal procurement decisions.

• Lead the full lifecycle of Contract Management, including contract planning, tendering (RFP/RFQ processes), statements of work, and overall project plans (scope, risk, procurement, quality, schedule, cost, and safety management).

Required Qualifications

• Preferred Bachelor’s degree in engineering, Technology, Supply Chain, Business, Construction Management, or a related field. Will accept no degree with applicable experience 10+ years.
• Minimum of 7 years of experience in Capital Sourcing, Contract Administration, Procurement, Construction Management, or a related field.
• Project Procurement Management experience, including planning and project development.
