D&G Solutions in Arlington, VA is seeking a Program Analyst to support DHS CISA Stakeholder Engagement Division. You will lead governance artifacts, coordinate meetings, and produce leadership-ready analyses.

The role requires 6+ years of business management analysis, a BS/BA, and an active TS/SCI clearance. Proficiency with Microsoft Office and Power Platform is preferred; you will build dashboards and maintain records to strengthen critical infrastructure resilience.

• Coordinate meetings and engagements, including scheduling, outreach, materials, logistics, attendance, note taking, summaries, and follow-up.
• Develop project schedules, process maps, POA&Ms, dashboards, forecasts, and performance tracking products using Microsoft Office, Power BI, Project, or gov't tools.
• Collect and analyze operational and engagement data to identify trends, gaps, risks, and opportunities.
• Prepare concise analyses and leadership-ready products on critical infrastructure topics.

D&G Solutions is seeking a Program Analyst to support the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Stakeholder Engagement Division (SED). CISA leads national efforts to enhance security and resilience of the Nation's critical infrastructure. Within CISA, the Stakeholder Engagement Division (SED) Sector Risk Management (SM) Sub-Division executes Sector Risk Management Agency (SRMA) responsibilities for CISA-led sectors and supports CISA's role as a National Coordinator for critical infrastructure and resilience. This position performs program analysis, project coordination, governance support, data tracking, and stakeholder engagement for councils.

What You Will Do

• Lead development and maintenance of charters, bylaws, membership structures, governance procedures, training materials, recertification artifacts, and records inventories.
• Maintain governance artifacts, membership data, action logs, recommendation trackers, decision logs, project schedules, risk registers, and performance dashboards.
• Coordinate meetings and engagements, including scheduling, stakeholder outreach, materials, logistics, attendance, note taking, summaries, and action follow-up.
• Develop project schedules, process maps, POA&Ms, dashboards, forecasts, and performance tracking products using Microsoft Office, Power BI, Microsoft Project, or Government-approved tools.
• Collect and analyze operational and engagement data, identifying trends, gaps, dependencies, risks, and improvement opportunities.
• Research critical infrastructure, cybersecurity, physical security, policy, and sector issues and prepare concise analyses and leadership-ready products.
• Support project execution through work plans, milestones, forecasts, process maps, and task management tools.
• Apply quality control, version control, records management, and agency formatting requirements to all products.
• Translate complex requirements into clear, actionable recommendations.

What We Are Looking For

Required

• BS/BA degree.
• 6+ years of relevant business management analyst experience.
• Demonstrated exceptional initiative and a proactive, detail-oriented approach, with the ability to effectively manage multiple priorities and competing demands simultaneously.
• Demonstrated experience aligning stakeholder engagement activities and outputs with broader coordination processes, lessons learned efforts, and cross-sector frameworks.
• Demonstrated ability to work collaboratively across a diverse set of stakeholders.
• Strong proficiency with Microsoft Office, especially Word, Excel, SharePoint, and PowerPoint.

Preferred

• 3+ years of relevant experience with critical infrastructure protection, including sector management, advisory, and stakeholder engagement functions.
• Demonstrated proficiency with Microsoft Power Platform, including experience developing Power BI dashboards and reports, Power Apps applications, and Power Automate workflows.
• Demonstrated experience supporting Federal advisory bodies, including familiarity with FACA requirements.
• Independent problem-solving in a fast-paced environment with shifting priorities.
• Strong quality control skills and attention to detail.
• Experience supporting governance activities, including maintaining decision logs, policies, procedures, charters, and operating frameworks.
• Proficiency with Microsoft 365, particularly Excel, PowerPoint, Word, Teams, and SharePoint.

Clearance and Eligibility

• Active TS/SCI security clearance required.

• Hybrid with an onsite requirement in Arlington, Virginia.
