The Division of Vocational Rehabilitation (DVR) helps individuals with disabilities prepare for and secure employment. We help them take their rightful place in the workforce and in the community.
This work unit exists to provide individuals who are blind with remunerative employment, enlarging the economic opportunities and stimulating individuals who are blind to greater efforts in striving to make themselves self-supporting. The Business Enterprise Program (BEP) is housed within the Division of Vocational Rehabilitation, Blind and Low Vision Services (BLVS) unit, which administers the Randolph-Sheppard Vending Facility Program and issues licenses to individuals who are blind to operate business enterprise locations on federal, state or other property.
Purpose
This position exists to: Provide support services for the Business Enterprise Program and assures that blind operators of the Program and staff have administrative and technical support. This position functions independently, interfacing with BEP staff, BEP blind operators, staff within the Division, other State agencies, vendors and other outside agencies. This position exercises a high level of specialized knowledge and provides a high level of technical support and understanding in a number of areas necessary to accomplish the Division’s and BEP’s mission. Position will ensure compliance with all laws, statutes, rules, regulations, policies, and requirements. This position also makes purchases, in accordance with State procurement rules, State fiscal rules, general accounting principles and applicable laws, plus Departmental and Divisional requirements. This position determines office needs and will solicit bids and purchase goods and services. This position is proficient on the State p-card process, State fiscal rules as well as other types of communication and performs all purchasing and processes. Position requires on the sport decision making involving a high degree of responsibility and independent judgement in communications. Position assists the Program Manager to analyze and interpret financial reports, as well as process and audit invoices for payment.
Duties
Program/Managerial Support
Attends and records monthly Vendor meetings. Creates and distributes meeting minutes as well as distributes meeting agenda from Chairpersons and financial information.
Serves BEP and DVR through front office support and administrative tasks including general phone calls, collecting mail and packages from DVR front office, sending emails to confirm receipt of Vendor payments, printing and distributing materials, scanning and filing.
Provides vehicle coordination for the Program including tracking mileage and scheduling repairs and maintenance
Creates spreadsheets to compile data requests for analysis.
Distributes communications to Blind Operators, vendors, and staff.
Create and maintain files for the BEP program.
Submit requisitions requests on behalf of the program to include purchase, contracts, contract review, and solicitations requests.
Submit request for waivers.
Budgetary
Reconcile purchase log with records of fiscal transactions, purchase and credit card orders, and invoices for all staff members of the Program to comply with standard operating procedures and to assure fiscal integrity. Reallocates as appropriate.
Provides program data to the Program manager in order to complete the annual RSA-15 federal report.
Provide BEP accountant supporting information for liability insurance on behalf of the blind operators.
Collect and maintain insurance information for all vendors.
Collaboratively works with Program Manager on operating budget and other pertinent financial information.
Attend BEP budget meetings as requested.
State Asset Management and Tracking
Assign State asset tags to new equipment and components.
Maintain asset management through equipment tracking log with monthly updates.
Schedule surplus to remove non-functional equipment from BEP warehouse, and maintain records of surplus items.
Process work orders for the maintenance and repair of state assets and maintain log of the work order assignments to BEP vendors along with the work order status.
Schedule for the move of equipment from one location to another location.
Order new equipment and parts.
Organize equipment in the warehouse.
Responsible for shipping and receiving equipment to include:
Verifying shipments, organizing the warehouse in compliance with OSHA-10, and BEP receiving and staging policies, procedures and best practices.
Maintaining accurate records.
Choosing the appropriate shipping method, obtaining shipping/receiving quotes from vendors, monitoring shipping activity.
Operate pallet jack and hand truck to move equipment.
Experience Only:
Four (4) years of relevant experience in an occupation related to the work assigned to the position to include work in office management such as inventory management, high-volume recordkeeping and document management
IMPORTANT: Experience must include, at some point, experience with Customer Service and/or Direct Customer Support

Education and Experience:
A combination of related education and/or relevant experience (as stated above) in an occupation related to the work assignedequal to four (4) years
