Position Title: Business Development Officer – Special Deposits

Position Summary
The Business Development Officer - Special Deposits is responsible for developing new public funds and special deposit relationships by identifying prospective governmental entities, special-purpose districts, tax collection and assessment firms, and district management or administration companies; understanding their banking, liquidity, collateralization, cash flow, and service needs; and delivering consultative banking solutions. This role focuses on generating and retaining core public funds and special deposits, expanding Treasury Solution relationships, and serving as a trusted advisor to public-sector and special deposit clients. Success is achieved through proactive business development, strong relationship management, knowledge of the public funds marketplace, collaboration with internal partners, and delivering an exceptional customer experience.
Primary Responsibilities
- Develop new public funds and special deposit relationships through proactive prospecting, networking, referrals, community involvement, and relationships with attorneys, engineers, financial advisors, tax professionals, district administrators, management companies, and other centers of influence.
- Conduct consultative discovery meetings to understand a prospective client's deposit structure, cash flow cycle, tax and assessment collections, disbursement activity, liquidity needs, collateralization requirements, payment processes, and financial goals.
- Recommend appropriate public funds and special deposit products, Treasury Solutions, IC S/CDARS or other deposit placement solutions when appropriate, digital banking services, and other bank products that meet customer needs.
- Generate new public funds and special deposit relationships while growing Treasury Solutions adoption, relationship balances, and non-interest income.
- Collaborate with lenders, Treasury Solutions, Deposit Operations, retail banking, and other business partners to identify opportunities and deliver comprehensive banking solutions.
- Prepare proposals, pricing recommendations, relationship presentations, and deposit structure recommendations for prospective and existing public funds and special deposit clients.
- Maintain an active sales pipeline and consistently manage prospecting, follow-up, relationship development, renewal, and retention activities across assigned public funds and special deposit markets.
- Transition new relationships to the Treasury Solutions Onboarding Specialist and appropriate operational teams while remaining actively engaged throughout account opening, onboarding, implementation, and funding.
- Maintain ongoing relationships with public funds and special deposit clients through regular relationship reviews, monitoring of deposit needs, and identification of additional opportunities.
Secondary Responsibilities
- Participate in public-sector, municipal, special-district, industry, community, and professional organizations and events that enhance the bank's visibility and create relationship opportunities.
- Maintain current knowledge of public funds banking, special deposit structures, Treasury Solutions, applicable collateralization and depository requirements, competitor offerings, and market trends.
- Assist with customer issue resolution by coordinating with internal departments.
- Support public funds and special deposit sales campaigns, strategic initiatives, market development efforts, and department projects.
- Perform other duties as assigned.
Minimum Qualifications
Required
- High school diploma or equivalent required
- 2+ years of banking/financial services experience or business development sales
- Basic knowledge of business banking products, Treasury Management services, and Digital Banking.
- Proven relationship development and sales skills
- Valid driver’s license with ability to travel throughout assigned market
Preferred
- Experience developing public funds, municipal, special district, governmental, or other large special deposit relationships
- Knowledge of public funds banking, collateralization, deposit placement services, commercial cash flow, account analysis, and Treasury Management Products and Systems
- Knowledge of ACH, Wires, Positive Pay, RDC, Account Analysis, Commercial Digital Banking, IC S/CDARS, and other services commonly used by public funds and special deposit clients
