Hired Gun for High-Growth Orgs | Strategic Ops, Talent & Delivery | Currently @ Starboard Maritime Intelligence

We are seeking a strategic, trusted Business Development Manager to help expand Starboard’s presence across the U.S. federal government - particularly within the Department of Defense, Intelligence Community, and Homeland Security.

You’ll own and drive new business development within federal agencies responsible for maritime awareness, subsea infrastructure, and strategic resilience. This is a senior-level role requiring confidence in classified settings, credibility with senior stakeholders, and a solutions-first mindset.

You’ll be selling a category-defining enterprise SaaS platform — trusted by governments worldwide to monitor oceans, detect threats, and protect critical infrastructure.

What You’ll Be Doing:

Strategic Federal Sales Execution

  • Identify and qualify net-new opportunities across DoD, IC, DHS, and relevant COCOMs
  • Lead full-cycle capture efforts — from early outreach to proposals, pricing, and contract close
  • Represent Starboard in federal meetings, classified briefings, industry events, and acquisition discussions
  • Track pipeline health, pilot conversion, and revenue performance across your region
  • Build high-trust relationships with CIOs, program managers, strategic advisors, and acquisition leaders across U.S. federal entities
  • Drive multi-year account expansion through renewals, re-competes, and adjacent opportunities
  • Navigate complex procurement channels (e.g., OTAs, SBIRs, CRADAs)
  • Work with primes, integrators, and coalition partners to embed Starboard into broader mission systems

Solution & Mission Alignment

  • Understand agency pain points and communicate how Starboard’s platform supports ISR, MDA, C4ISR, and cyber-integrated operations
  • Co-design value-led solutions with Sales Engineers and Mission SMEs - including demos, PoCs, and pilot frameworks
  • Support post-sale success by staying close to early program deployment and capability feedback

This is a role for someone who loves building real-world momentum - with a platform that helps agencies act before threats escalate.

What You’ll Bring:

You might be a transitioning reservist, a contracts-savvy GovCon operator, or someone who’s helped shape innovation pathways like AFWERX or DIU. Wherever you're coming from, you’re ready to take ownership, move fast, and support programs that matter.

You’ll likely bring:

  • 5–10+ years in federal-facing roles — sales, BD, program delivery, or GovCon capture
  • Experience supporting or selling into ISR, MDA, C5ISR, or cyber-integrated programs
  • Familiarity with federal procurement (OTA, SBIR, CRADA, IDIQs) and compliance workflows
  • Strong written/verbal skills for proposals, pitch decks, and operator briefings
  • Confidence navigating multi-stakeholder environments, SLAs, and long-cycle growth
  • U.S. citizenship and eligibility for Top Secret clearance (TS/SCI preferred)

Bonus for if you have:

  • A background in military, intelligence, or defense contracting
  • Worked with or within primes like Leidos, Palantir, Maxar, or SAIC
  • Used (or supported) tools like AIS, SeaVision, GFW, or ISR overlays
  • Participated in innovation corridors like NSIN, NavalX, or classified pilots

What we offer

  • Competitive salary + performance-based commission
  • Full benefits and employment setup through our U.S. hiring partner
  • Remote-first flexibility with tools to set you up for success
  • A smart, kind team that gives you room to own your patch and do meaningful work
