Hybrid or Remote candidates are expected to travel around 50%, although this will vary depending on the person’s location and current assignments.
Additional notes: Travel approximately twice per month (typically departing on Monday and returning on Thursday), work remotely on Fridays, and spend the remaining weeks working from the office.
Are you passionate about developing strategic partnerships and driving growth in the municipal water market? We're seeking an experienced Business Development Manager to lead business development efforts within the Large Diameter Water Conveyance sector.

You'll play a key role in identifying opportunities, building lasting client relationships, and helping secure major water infrastructure projects across Texas.
What You'll Do
- Develop and execute business development strategies for large-diameter water conveyance projects throughout Texas.
- Build and maintain relationships with municipalities, water authorities, utilities, engineering firms, and other key stakeholders.
- Identify and pursue new project opportunities while developing project-specific win strategies.
- Promote collaborative delivery methods, including Design-Build and alternative delivery approaches.
- Represent the company at industry conferences, networking events, and trade shows.
- Partner with leadership, marketing, and proposal teams to develop pursuit strategies and compelling proposal content.
- Maintain an accurate sales pipeline and opportunity tracking within Salesforce CRM.
- Provide market intelligence on clients, competitors, procurement trends, and upcoming infrastructure opportunities.
- Support annual business planning initiatives and identify cross-selling opportunities across business units.
What We’re Looking For
- 7+ years of professional experience in business development, construction, engineering, or infrastructure.
- Experience within the construction and/or engineering industry.
- Proven experience developing client relationships and collaborating with internal stakeholders.
- Experience presenting to clients, industry groups, or public forums.
- Experience with large-diameter water conveyance projects, including municipal water clients, regulations, and stakeholder engagement.
- Background in horizontal and underground construction, including open-cut and trenchless methods. (Candidates with only vertical construction experience will not be considered.)
- Previous experience delivering or pursuing municipal water projects in Texas.
- Strong understanding of the Texas municipal water market, procurement processes, regulations, and upcoming opportunities.
- Established relationships across Texas municipalities, water authorities, utilities, engineering firms, and key industry decision-makers.
- Valid driver's license with an acceptable driving record.
- Ability and willingness to travel approximately 50–60% based on business needs.
- Salesforce experience is a plus.
