Business Development Manager – Energy Infrastructure, ESCO & Performance Contracting Projects

This position is located in New Jersey with regional exposure to the broader Northeast market.

Our client is a vertically integrated energy solutions and performance contracting firm specializing in the development, engineering, procurement, construction, ownership, and long-term operation of complex energy infrastructure projects. The organization delivers Energy Savings Performance Contracting, Energy Savings Improvement Programs (ESIP), Design-Build, P3 structures, Energy-as-a-Service, Central Energy Centers, Combined Heat and Power systems, renewable energy solutions including solar and biogas, and large-scale mechanical and electrical infrastructure modernization.

The company is entering a focused growth phase and expanding its performance contracting presence throughout the Northeast. New Jersey public-sector markets, particularly K-12 school districts and local and county government entities, remain priority growth areas.

Overview

The Business Development Manager will be responsible for sourcing, developing, and closing large, complex, bundled energy and infrastructure solutions with guaranteed savings for public-sector customers across New Jersey.

This is a consultative, executive-facing sales role that requires navigating multi-stakeholder environments including superintendents, business administrators, finance directors, facilities leaders, municipal executives, and board-level decision-makers.

The successful candidate will lead opportunities from strategic market development through contract execution and transition to implementation, working closely with engineering, project development, construction management, finance, and legal teams.

This role is ideal for a disciplined, relationship-driven sales professional who understands performance contracting, public-sector procurement, long-cycle infrastructure sales, project financing structures, and renewable service agreements as long-term managed account strategies.

Responsibilities
  • Identify and pursue new ESCO, ESIP, Design-Build, P3, ESPC, Energy-as-a-Service, ESA, PPA, and related infrastructure opportunities throughout New Jersey’s public-sector markets.
  • Sell bundled infrastructure solutions with guaranteed savings to K-12 school districts and local or county government entities, with minimal supervision and clear revenue and margin accountability.
  • Develop and execute a strategic territory and vertical market plan aligned with company growth objectives.
  • Build and maintain long-term, trusted relationships with superintendents, business administrators, finance directors, facilities leadership, and municipal executives.
  • Lead consultative sales discussions centered on financial stewardship, infrastructure modernization, operating cost reduction, energy efficiency, environmental compliance, and risk transfer.
  • Structure and negotiate Energy Savings Performance Contracts and renewable service agreements as foundational elements of long-term account partnerships.
  • Manage the full sales lifecycle including opportunity identification, qualification, technical coordination, financial structuring, proposal development, presentation, negotiation, and contract close.
  • Develop, write, and present financially structured proposals that clearly articulate guaranteed savings, long-term value, and risk mitigation.
  • Coordinate and leverage internal project development engineering, operational engineering, construction management, financial, and legal resources to ensure technically sound and financially viable solutions.
  • Navigate complex public-sector procurement processes, board approvals, and regulatory requirements.
  • Act as the customer’s advocate internally to ensure alignment, responsiveness, and high levels of client satisfaction.
  • Maintain disciplined pipeline management, structured milestone tracking, and accurate forecasting.
  • Represent the company at industry events, trade associations, and public meetings to strengthen market presence and strategic positioning.
  • Support project closeout activities when appropriate, including participation in final inspections and client orientation.
Required Skills & Experience
  • Minimum 3+ years of successful consultative B2B sales experience in energy, infrastructure, construction, engineering, or performance contracting environments.
  • Demonstrated success selling complex, long-cycle solutions into public-sector markets, preferably K-12 school districts or municipal entities within New Jersey.
  • Experience with energy performance contracting, ESIP structures, ESPC, Design-Build, P3, renewable energy agreements, or large mechanical and electrical retrofit projects strongly preferred.
  • Strong executive-level communication skills with the ability to translate technical and financial concepts into clear business value.
  • Proven ability to manage multiple opportunities simultaneously within a structured, milestone-driven sales process.
  • Understanding of project financing structures, public funding mechanisms, and incentive programs.
  • Track record of closing multi-million-dollar infrastructure projects.
  • High level of financial and business acumen.
  • Strong executive presence suitable for board presentations and public forums.
  • Self-motivated, accountable, and capable of operating independently.
  • Bachelor’s degree in Engineering, Business, Finance, Sustainable Energy, or related field preferred.
Preferred Credentials
  • Professional Engineering license.
  • Certified Energy Manager (CEM) and/or Certified Measurement & Verification Professional (CMVP).
  • Direct experience working with K-12 school districts or local and county government entities in New Jersey.
