Job summary

North Carolina Department of Revenue is seeking an IT Business Systems/Planning Manager to lead enterprise tax-system applications and drive strategic IT initiatives. You will guide planning, design, development, testing, and production support across multiple tax platforms and coordinate with vendors and staff to meet agency priorities.

The role requires strong leadership, complex project management, and a focus on delivering reliable, compliant software solutions within the NC state government

Qualifications

  • Proven experience to establish and maintain effective working relationships with vendors, contractors, and consultants to drive accountability and to ensure timely and accurate deliverables.
  • Ability to technically review work of staff to assure high quality, quantity and efficient operation when projects or tasks are completed.
  • Thorough knowledge and experience involved in resource allocation and personnel management with forms designers, software developers and system administrators.
  • Ability to understand customer needs, including the level of urgency, and translate them into appropriate solutions.
  • Ability to mentor and cross-train staff to avoid single point of failures.

This is an anticipated vacancy.

The Business Systems Administration & Testing Division is responsible for providing enterprise-wide services to internal and external customers. Services include planning, design, configuration, development, testing, and production support for various workflow applications and several systems which process tax schedules.

Business Applications Development and Support unit is responsible for various tax applications and solutions such as Data Capture, Vehicle Tax System, DocQuery, Fuel Tracking System, and the Public Sector Revenue Management (PSRM) System which process several tax schedules through development, implementation and production support. This unit is also responsible for forms development.

This position will provide leadership for the agency’s applications related to tax systems such as Data Capture, Vehicle Tax System, Fuel Tracking System, DocQuery, EngageOne, Intelligent Forms Processing (IFP), PayCourier, Scanners/Rescanners, and the Public Sector Revenue Management (PSRM) to achieve goals and objectives of the NC Department of Revenue. This position will be responsible for planning and directing activities based on agency priorities, managing technical resources, working with the vendors and contractors to achieve desired outcome, and production support of the applications. This position provides technical support throughout the software development lifecycle using ITIL framework, develops and enforces operational standards, and is responsible for the professional growth and development of staff.

Recruitment Range: $91,600 - $123,000

Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. Bachelor’s degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management; or Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and three years of experience in project management, and/or portfolio management or closely related field; or an equivalent combination of education and experience.
