Job summary

The North Carolina Secretary of State is seeking an Applications Systems Analyst II to design, develop, and maintain critical business applications. You will work with C#, ASP.NET Core MVC, and SQL Server to optimize performance, define business rules, and document systems.

Qualifications include a CS/IT degree with experience, SDLC familiarity, and experience with RESTful APIs. You may supervise junior staff and collaborate across departments in Raleigh.

Qualifications

  • Bachelor's degree in computer science or an IT related field and two years of experience in business application consulting or development.
  • Associate degree in computer science or an IT related field and three years of experience in application consulting or development.
  • High School or GED and six years of experience in business application consulting or development.
  • An equivalent combination of education and experience.

Responsibilities

  • Developing and maintaining applications using C#, ASP.NET Core MVC.
  • Design and define relational databases.
  • Reengineer and automate processes to improve efficiency and streamline.
  • Optimize applications and database performance.
  • Define business rules.
  • Develop program specifications.

Key Responsibilities

Knowledge / Skills / Abilities
  • Extensive work experience with client/server applications development software including C#, Asp.Net Core MVC, Microsoft SQL Server, HTML5 JavaScript, jQuery, developing and optimizing SQL queries.
  • Knowledge and experience with modern Systems Development Life Cycle (SDLC) methodology/platform such as Azure DevOps and/or Git.
  • Experience with Agile processes and methodologies.
  • Working knowledge of RESTful APIs, JSON, and HTTP/HTTPS protocols.
  • Ability to establish and maintain effective working relationships and to communicate effectively in oral and written form with employees in the department and customers.
Management Preferences
  • Management prefers applicants with at least 5 years work history showing Web development experience using C#, Asp.Net Core MVC, Microsoft SQL Server, HTML5, JavaScript, jQuery, developing and optimizing SQL queries.
  • Experience developing and supporting workflow software supporting financial and business-oriented processes.

Minimum Education and Experience
  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development;
  • Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development;
  • High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development;
  • an equivalent combination of education and experience.
