Job summary

Department of Children and Family Services in Louisiana seeks a Business Analytic Specialist to join the Digital Services team in East Baton Rouge Parish. You will collect, clean, and analyze data to support data-driven decisions across the agency, and build dashboards using Tableau, Power BI, Salesforce and Excel.

You will collaborate with program staff, manage data requirements, and advise on data solutions aligned with DCFS goals.

Qualifications

  • Six years of experience in accounting, budgeting, contracts, economics, finance, or related fields; or combined with other specified experiences.
  • Bachelor's degree plus three years of related work; or an advanced degree with two years experience.
  • Experience substitutions: 30 semester hours equals one year; max 120 semester hours substitute for four years.
  • Strong data analytics, reporting, and data governance capabilities.

Responsibilities

  • Obtain, maintain, review and analyze data for programs and operations; define scope, goals, and procedures.
  • Collect, clean and analyze complex data sets to identify trends and insights.
  • Collaborate with program staff to define data requirements and support agency objectives.
  • Create dashboards and reports using Tableau, Power BI, Salesforce, Excel or similar tools.
  • Communicate with internal stakeholders to deliver use cases, designs, and acceptance criteria.
  • Review and manage contracts, DSAs, MOUs related to DCFS projects.
  • Engage with Office of Technology Services on service strategy, design, operations, and IT contracts.
  • Perform other duties to support OMF and DCFS Digital Service management.

Minimum Qualifications
  • Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
  • Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
  • A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
  • An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
  • Incumbent is responsible for daily activities of the Systems Integration and Data team by obtaining, maintaining, reviewing and analyzing data concerning programs and/or operations; scope and goal; and the policies, practices, methods and procedures used to implement and maintain programs.
  • The incumbent is tasked in collecting, cleaning and analyzing complex data sets to identify trends, patterns and insights.
  • The role will work closely with DCFS program staff and other departments to obtain well defined data requirements and understand the data needs and provide relevant analytics support that align with the agency’s objectives.
  • Incumbent will create dashboards, reports and visualization using tools such as Tableau, Power BI, Salesforce, Excel or any other data analysis/reporting tools
  • Proactively communicate and collaborate with internal vendor requirements to deliver use cases, screen and interface design, as well as acceptance criteria.
  • Ensures problem solutions, appropriate risk reductions, and business unit satisfactions.
  • The incumbent is responsible for reviewing, managing and monitoring personal services contracts, Data Sharing Agreements (DSA) and Memorandums of Understanding (MOU) as related to DCFS projects.
  • Incumbent must establish and maintain engagement and approval by Office of Technology Services (OTS) that include technology to include service strategy, service design, service operations, information technology contracts, budget preparation and invoicing.
  • Performs any other duties as assigned in support of the mission of OMF and DCFS as directed by Digital Service management.
Position-Specific Details

Appointment Type: Probational, Promotional, or Job Appointment

Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday - Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.

Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
